PAE, Inc Procurement Manager in Arlington, Virginia

This position is a pipeline position that is contingent upon availability and is located in Afghanistan.
Duties: The Procurement Manager shall:
Be responsible for delivering quality, cost effective, and expeditious procurement, receiving, equipment tracking and property management to all customers
Exercise professional judgment using best business practices available, and ensure compliance with federal acquisition regulations
Receive and review purchase requisitions for clarity, compliance, detail, completeness, and obtain additional information considered necessary
Compile lists of sources of procurement, to develop requests for information, quotations, proposals and invitations to bid
Interview potential suppliers
Review and perform analysis of responses to solicitations, to include price comparison, conformity to statement of work, delivery terms, payment terms, and other terms and conditions of the procurement
Propose to requestor comparable product substitutions consistent with the requirements to achieve cost savings
Negotiate with suppliers to achieve the best total value procurement
Extract and compile data contained in quotations/proposals/bids to determine which supplier can deliver at best possible terms for the organization with due consideration to quality, delivery time, prompt payment and other discounts, shipping costs and other factor.
Must have solid analytical skills.
Must possess excellent written and verbal communications skills in English.
Minimum 5+ years of relevant Logistics management/Supply Chain experience.
Must possess the mental and physical powers to excel under harsh environmental conditions and demanding expectations for accomplishing a myriad of complicated and challenging tasks simultaneously and with tight deadlines.
Must be able to obtain a MRPT certification.
Must be willing to live and work in remote and austere conditions.
BS/BA degree or an equivalent 7+ years of experience.
Experience working in Program management office for Department of State or other US Government Contracts.
