Overview: Asset and Construction Management Specialist (ACMS) provides design technical support, project construction oversight, and systems asset management as part of the Ops Engineering section with a primary focus and specialty in the field of in the field of interior and exterior electrical distribution systems, alarm systems, corrosion control, and emergency power generation equipment. ACMS works alongside engineers and operations supervisors to develop maintenance plans, repair projects, maintains warranty programs and may serve as a shop supervisor during shop supervisor absence. The ACMS works under direction of the Ops Engineering Supervisor to provide administrative and operational support for the Civil Engineering work centers to ensure that contractual and regulatory compliance and system integrity is maintained.


  • Conducts facility system audits and condition assessments .

  • Supports design, development, and implementation for all phases of engineering projects including: determination of scope, equipment selection, and cost estimation.

  • Acts as project construction manager in the oversight of contractor and subcontractor work performance to ensure adherence to contract requirements and all applicable regulations.

  • Coordinates project design and construction scope and scheduling with customers.

  • Maintains project construction records.

  • Populates and maintains asset management electronic databases.

  • Develops reliability centered maintenance program for electrical distribution, power generation, corrosion control, and alarm systems which includes establishing specific tasks, schedules, and performance measurement criteria for the program.

  • Conducts performance quality review of work performed within the electrical maintenance specialty area to ensure optimal efficiency and effectiveness of the program.

  • Populates and maintains compliance reporting systems.

  • Provides operational information to PAE management and government personnel when requested.

  • Maintains warranty maintenance program for new construction installed equipment.

  • Develops and implements small scale out-sourced service requests in support of civil engineering operations work centers.

  • Maintains electronic and written database records as assigned by Management.

  • Provides oversight and assessment of CE Operations work performance quality and efficiency and notifies PAE Management of potential or actual problems and non-compliances.

  • Provides quality and compliance checks for outsourced service repair and projects.

  • Provides supervisory support to include time/labor approval of Operations work center employees when needed.

  • Responsible to perform all assigned duties as safely and efficiently as possible to maintain a safe environment.

  • Accomplishes periodic inspections, recurring maintenance requirements and associated documentations. Maintains records, processes and procedures to conform to instructions, guidance and applicable rules and regulations.

  • Maintains required operating forms and records and assures proper use of all assigned equipment. Responsible for on-the-job training as required.

  • Perform other duties as assigned in accordance with contractual, functional, and mission requirements.

  • Position is classified as mission essential and requires employee to shelter at work location and to respond to disasters or other contingency operations.


  • Bachelor’s degree in Electrical Engineering.

  • Engineer-in-training (EIT) certification desired.

  • Minimum of six months’ work experience in electrical engineering and/or in a supervisory capacity.

  • Knowledge of AutoCAD and ability to produce construction drawings utilizing AutoCAD required.

  • Experience in developing electrical maintenance program including establishment of technical procedures, scheduling, and program review assessments preferred.

  • Must be able to read and interpret work orders, parts requests, drawings, schematics, blueprints and manuals.

  • Working knowledge of Federal, State, and USAF regulations which impact civil engineering operations work centers to include OSHA, EPA, and Air Force Instructions (AFI).

  • Experience preferred in Air Force reporting and compliance programs to include: IWIMS, MICT, BUILDERS SMS, ESOHMIS, and ACES.

  • Computer/keyboard skills required to utilize computer automated systems to perform assigned duties including: Microsoft Office Suite, planning, ordering materials, timekeeping, and email functions.

  • Must be able to comply with PPE requirements and standards.

  • Must possess valid State Driver’s License; must have the ability to obtain and maintain a United States Government and/or United States Air Force vehicle driver’s license.

  • Must have favorable National Agency Check (NACI).

  • Must have ability to meet the requirements for issuance of a computer network account (favorable National Agency Check and successfully complete computer security training).

  • Ability and willingness to work as a member of a team.

  • Must be able to lift a minimum of 50 pounds; must be able to sit or stand for extended periods of time.

  • Must have proficient English verbal and written communication skills.

  • Knowledge or background in base/facility operating services contracts preferred.
