Department Description

Office for Sponsored Research (OSR) supports and advances the University’s mission by providing leadership and expertise in research administration and ensuring compliance with relevant regulations.

The primary function of OSR is to facilitate UNC’s responsible, efficient, and compliant stewardship of all aspects of sponsored research administration including proposal review, award negotiation and financial reporting. OSR serves as the official institutional signatory for the Chancellor and is responsible for reviewing and authorizing proposal submissions and negotiating and administering awards on behalf of the University for more than $800 million in sponsored awards each year. These activities include monitoring institutional compliance for research and training activities, pre-award services, billing and financial reporting, cash management, cost analysis and compliance of research-related activities, verifying technical report and patent and invention report submissions by Principal Investigators, closeout of awards, and the implementation of information technology into research administration activities.

OSR provides complete sponsored project life cycle support (sometimes known as pre-award and post-award services) to faculty and staff. Four functional responsibility areas within the Office of Sponsored Research have the following types of positions: 1.) program administration; 2.) accounting, financial reporting, and cash management; 3.) data management reporting and analysis; and 4.) financial compliance, effort reporting, cost studies and Cost Accounting Standards (CAS).

OSR’s centralized administrative functions facilitate the development and implementation of standardized policies and procedures and provide training opportunities to improve University-wide efficiencies and communication in an effort to increase the quality of research administration.

Position Description

Reporting to OSR’s Executive Director, the Assistant Director of Operations will manage a team of up to 8 individuals including 2 Training and Communication Specialists, 2 Sponsored Projects Support Analysts (Customer Service/Help Desk), and 4 Administrative Support Associates.

The Assistant Director will provide operational leadership to the Office of Sponsored Research and be at the front edge of ever-evolving processes of change in response to federal government requirements, sponsor terms and conditions, and the financial and cash management of sponsored projects. The Assistant Director will, in addition to operational leadership of OSR, contribute to the ongoing development of OSR’s capacity to provide best-in-class service to UNC-CH researchers and to demonstrate to all sponsors and to internal stakeholders that UNC-CH is an effective steward of research funds.

The Assistant Director of Operations will be responsible for ensuring: 1. Standard operating procedures are consistent applied. 2. Staff have appropriate knowledge, skills and abilities to deliver excellent customer service to campus. 3. Problems and/or concerns raised by both internal and external stakeholders are resolved.

Serving on OSR’s leadership team, the Assistant Director of Operations is responsible for strategic planning, long range and short term planning, management, oversight and administrative support at both a micro and macro level in the areas supporting the award lifecycle, from pre-award to project close-out.

The Assistant Director of Operations will be responsible for managing all functions of the Operations unit (Ops), the central coordinating point for the administrative operations of the Office of Sponsored Research (OSR). The Ops unit is responsible for new employee on-boarding, development and maintenance of standard operating procedures, development and delivery of research administration training programs and campus communications, and has first-tier customer service responsibilities to internal and external stakeholders.

The Assistant Director of Operations has responsibility for the assigned square footage of space at the Administrative Office Building (AOB), including document management, telecommunications and networking, facilities maintenance, and hardware/software and peripherals required to maximize efficiencies within the office.

Minimum Education and Experience Requirements

Bachelor’s degree in business administration, public administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preferred Qualifications

  • In-depth knowledge of the organization’s operational, personnel, and financial transactions and systems related to the fiscal administration of contracts and grants.

  • Knowledge of research administration policies, procedures, and practices of federal and non-federal sponsors.

  • Demonstrated knowledge of generally accepted accounting principals and practices, and applicable Codes of Federal Regulations (including 2 CFR Part 200).

  • Proven ability to produce and deliver educational and training curriculum and complex information on technical issues to a diverse audience at all levels of the institution.

  • Experience in the use, development and implementation of management information systems.
