About the Agency

This announcement covers three positions within the Power Division at the NASA Glenn Research Center. By submitting your application to this announcement, you may be considered for more than one position. Each of the three positions will be filled by only one individual.

The Power Division is composed of 6 branches and approximately 135 NASA and contractor engineers who provide technical expertise for research, technology development and aerospace flight projects for power subsystems and overall power system designs. The work spans energy conversion systems from solar, thermal, electrochemical and nuclear sources for both primary power and storage. Includes power management and distribution and engineering for power systems development. Power systems are applicable across a wide range of programs and projects and support activities from conceptual design to flight system development. The division provides all research, discipline engineering and system analysis capabilities needed for power systems and critical subsystems technologies, and develops innovative design and analysis tools, techniques, and capabilities to maintain and enhance Glenn Research Center's leadership in power technology. The positions covered in this announcement reside within different branches in the Power Division.

The three positions in this announcement cover distinct Electrical Engineering disciplines and have very different sets of duties. Following are some examples of the duties associated with each position:

**Power Management and Distribution:

Duties include designing, developing, testing, or evaluating electrical power generating and management systems for aerospace applications such as space electric power and secondary power for aircraft. Work includes development and design for electrical power systems. Design of electrical power systems, testing and evaluation, problem resolution, development of requirements and specifications, engineering studies, maintaining knowledge and technology developments. Development work is in the area of Power Management and Distribution systems that include power converters, regulators, switchgear, power processing units, cable harness, connectors, and power management. Duties also include monitoring contractors engaged in this work.

**Power Architecture and Analysis:

Duties may include the conceptual design and sizing of space power components and systems and the development and execution of computer models that predict the performance of spacecraft power systems. Spacecraft power systems may include photovoltaic arrays, batteries, fuel cells and nuclear power systems. This position can also entail the maintenance of the computer software and hardware infrastructure necessary for such modeling and simulation activities. The computer tools use various numerical analysis techniques to model a variety of multi-disciplinary aspects of power systems including: electrical circuits, electrochemistry, orbital mechanics, thermodynamics and heat transfer, and space environmental effects. The individual will use existing models to design and assess the performance of power systems for NASA¿s current and planned missions, including solar electric propulsion spacecraft and human exploration vehicles. The incumbent will also be involved in developing new tools and methods, which may include dynamic modeling and agent-based control system concepts to enable autonomous control of power systems on future deep-space exploration vehicles.

**Photovoltaic and Electrochemical Systems:

Duties focus on evaluating the design and operation of state-of-the-art and advanced solar arrays and photovoltaic blanket technology within the space environment. These duties will include the development of test plans for space environmental effects testing within the Plasma Interaction Facility, solar cell measurements and performance testing, interfacing with both NASA and non-NASA customers, operation of both electrical and mechanical test equipment, analysis and written documentation of test data, and presentation of the test results to internal management and customer organizations. Additionally, the work involves performing both hands-on testing within a laboratory environment as well as active participation within meetings and telecoms with NASA, other Government, industry, and academic participants, and the evaluation of written technical reports and proposals. Duties require both oral and written skills that involve working both independently and within a team environment.

a. Have one year of directly related specialized experience equivalent to the GS-5 level in the Federal service which includes demonstrated knowledge and understanding in one or more of the following areas:

(1) design of power electronics; power distributions; analog and digital design; circuit modeling and analysis of electrical circuits and controls; familiarity utilizing field-programmable gated arrays. (2) modeling and simulation of systems; experience performing numerical analysis; and experience using structured programming with high level languages such as C, Fortran or Java. Experience with Unix and a basic knowledge of electrical power systems are beneficial. (3) understanding of the physics involved with photovoltaic/solar cell operation; familiarity with of laboratory test procedures and safety requirements.


b. Completed 1 full academic year of graduate study in an appropriate field.


c. Have combination of experience and graduate study in an appropriate field.

Applicants may also qualify at the GS-7 level by meeting one of the Special Provisions:

  1. Are in the upper third of their class, based on completed college work at the time of filing an application.

  2. Have an average of 2.90 or better on a 4.0 scale for either all completed college work at the time of application or all college courses completed during the last 2 years of the undergraduate curriculum.

  3. Achieved a grade average of B+ (3.5 on a 4.0 scale) or better in the major field of study where such field is fully qualifying. This is either the average of all completed college work in the major field of study at the time of application or the average of all college courses completed in the major field of study during the last 2 years of the undergraduate curriculum.

  4. Elected to membership in one of the national honorary scholastic societies meeting the minimum requirements of the Association of College Honor Societies (other than freshman honor societies). These honor societies are listed at ACHS

  5. Completed 12 months of student trainee experience that includes one work period equivalent to the GS-5. OR At least 15 months of appropriate student trainee experience which includes one work period equivalent to the GS-4 level. One work period is 2 months or 320 hours.

  6. Successfully completed a 5-year program of study, or at least 160 semester hours, leading to a bachelor¿s degree.

  7. Have a professional engineering degree, and up to 12 months of experience gained as a technician or technologist equivalent to the GS-5 or higher level.

  8. Successfully completed all requirements for two bachelor's degrees, one in an appropriate field of science or engineering.

  9. Have six months of directly related/specialized experience or training, including 3 months gained after the junior year of college. This experience may have been obtained on a part-time or intermittent basis and may have been paid or unpaid.

  10. Received honors or elective positions indicating superior leadership outside of the applicant's academic setting. Additionally, the applicant's academic standing must have been in the upper half of the graduating class.

  11. Have pattern of completing courses that include unusual preparatory value or direct relation to the particular aerospace specialty for which they are being considered.

  12. Have creative research aptitude or special talent for NASA scientific or engineering work. This must be shown by evidence obtained and documented by NASA in certifications from college professors or officials, or standardized questionnaires, or similar techniques.

Additional Qualifications for the GS-9:

  1. Have one year of professional, directly related specialized experience equivalent to the GS-7 level in the Federal service which includes demonstrated knowledge and understanding in one or more of the following areas:

(1) design of high power conversion and regulation design; design of analog and digital circuits; design of power distribution; test and evaluation of power electronics. (2) modeling and simulation of complex systems; development of analytical modeling tools; and development of software using structured programming with high level languages like C, Fortran or Java and the Unix operating system. (3)understanding of solar cell operation and the requirements necessary for operation of these devices within the space environment; understanding of the space environment and its impact on the design and operation of spacecraft power systems; ability to conduct experiments and/or testing within a laboratory environment.


  1. Completed all requirements for a master's or equivalent graduate degree in an appropriate field.

(1) design and development of high power regulators and power conversion; design of high power distribution; develop power management on closed loop power systems; design of power control strategies; power system stability analysis. (2) numerical analysis applied to complex systems; development of new or novel analytical modeling techniques; and knowledge of space electrical power systems and experience with sizing electrical power system components and systems are beneficial. (3 )understanding of space plasma physics or a detailed understand of solar cell operation and potential degradation mechanisms due to interactions within the space environment; ability to conduct complex laboratory experiments and formally document the results of the experiments.


  1. Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field.


  1. Completed 3 full academic years of graduate education in an appropriate field.
