Job Description

General Purpose/Summary Statement:

The Sr. Systems Configuration Analyst position exists to determine how new and existing applications, legacy systems, databases and Web Interfaces, which may be currently operating on multiple platforms, work together to solution new and emerging enterprise business requirements (Solution Design); Possesses expertise in the business areas they support, as well as an in-depth understanding of Focus’ enterprise systems and capabilities (Subject Matter Expert); Interacts with vendors to facilitate optimum use of software and coordinate support with vendors as well as facilitate software training for ministry partners (Vendor Facilitation).; Prepares, reviews, executes and coordinates system, integration, and regression testing for solutions as needed (Quality Assurance); Provides enterprise-wide application support for specific software application(s) (Application Support); and contributes to the integrity and quality of ministry data at the application and database level (Data Stewardship).

Essential Duties/Responsibilities:**


  1. Has detailed knowledge of and adheres to procedures for Incident Management, Problem Management, Release Management, Service Level Management, Capacity Management, Availability Management, Change Management, and Configuration Management
  2. Produces deliverables related to projects, work requests, and system enhancements as agreed, or per standard procedure
  3. Ensures that knowledge gained from application vendors is effectively documented within the IT Knowledge management system for future re-use
  4. Identifies training needs and trains application users
  5. Works on one or more projects as a project team member or sometimes as a project lead
  6. Tracks and reports time and progress against project plan milestones, as well as in IT time tracking systems

Solution Design:**

  1. Develops, manages, and/or interprets business requirements by identifying business needs or opportunities and solutions to business problems through customer and stakeholder contacts and conducting strategic organizational research
  2. Assists in the business process redesign and associated documentation in support of changes related to new or changing technology
  3. Develops systems solutions requiring analysis and research, has experience in systems analysis, design, and a solid understanding of development, quality assurance and integration methodologies
  4. Works on projects that may span a broad range of systems and enterprise-wide complex components. Participates in component and data architecture design and software product evaluation
  5. Utilizes established tools to configure and customize effective online data collection forms and to understand and communicate the impacts to downstream data integrations and systems
  6. Utilizes established tools to configure and customize enterprise applications to accomplish the ministry’s goals
  7. Validates that system and process implementations meet customer requirements

Subject Matter Expert:**

  1. Stays abreast of new developments (processes, application use, staff role changes, etc.) within the ministry areas supported
  2. Understands technical problems and solutions in relation to the current, as well as the future business environment
  3. Demonstrates an informed knowledge of a business area to resolve problems on an ongoing basis by providing functionality and configuration expertise
  4. Mentors other team members, or co-workers in other departments on application functionality and configuration
  5. Learns and keeps current on new, changed, and future proposed application functionality, as well as development/release schedules, and develops methods to efficiently reuse existing components
  6. Understands the functionality and integrations and/or interfaces to specific applications where expertise resides, and has high level knowledge of other systems and integrations within the larger architecture
  7. Maintains breadth of skills and process knowledge necessary to support the assigned applications, gains awareness of technology trends and vendor product offerings
  8. Maintains knowledge of relevant hosting infrastructure, integration points and processes, as well as high level knowledge of hardware and network infrastructure for each application environment
  9. Provides input for tools and standard selection to leadership which informs the overall technology architecture

Vendor Facilitation:**

  1. Maintains vendor relationship through regular communication and updates
  2. Partners with vendor to troubleshoot and identify cause of reported issues
  3. Partners with vendor to implement bug fixes or system upgrades
  4. Seeks and applies training from vendor on application functionality and uses
  5. Partners with IT leadership to contract for enhancements, or additional consulting expertise as needed

Quality Assurance:**

  1. Guides and mentors testers ensuring that all standards and best practices are followed
  2. Creates, or advises and approves the development of application test plans and execution of proper testing for the assigned set of applications
  3. Executes test plans when appropriate
  4. Maintains an open issues list for vendor or in house software during the project testing phase and during ongoing support following implementation
  5. Trains business area users on creation and implementation of test plans, scripts and approved Focus testing methodologies
  6. Evaluates and reports on test results with on site, external, and off shore testers to ensure quality
  7. Participates in resolution of application malfunctions, bugs, and related problems found in testing activities
  8. Helps to establish internal IT service quality control standards, policies, and procedures
  9. Participates in creating and maintaining one or more accurate test environments

Application Support:**

  1. Works with IT management, and other distributed teams in IT or DMS, as well as users and vendors, to resolve application issues within agreed to service levels. Creates temporary solutions that quickly and effectively address client problems until final resolution
  2. Involved in the full systems life cycle and is responsible for designing, configuring, testing, implementing, maintaining and providing level 3 support for application software
  3. Participates in post implementation support, ongoing upgrades, and system enhancements
  4. Assists users by recommending application upgrades, and documenting and training users on related changes
  5. Maintains appropriate documentation regarding past, current, and future application versions, environments, datasets, and integrations as part of the Configuration Management process

Data Stewardship:**

  1. Ensures that procedures and processes are in place to reconcile data passed between source systems and recipient systems, sometimes in multiple “chains” of integrations
  2. Corrects processes or system issues contributing to data quality issues. Looks for ways to resolve the issue at the source, or prevent future recurrence of the issue
  3. Recommends improvements to data quality and hygienic processes within the technology and business architectures; reviews and provides feedback into data integrity procedures, processes and policies that efficiently enhance data integrity
  4. Participates in the creation and maintenance of and contributes to the content of a ministry data dictionary and meta-data definitions repository
  5. Performs unit testing of code and scripts to ensure consistent quality
  6. Provides Level 3 support for Production data issues

Other Duties/Responsibilities:**

  1. May work with and coordinate the efforts of outside consultants or resources ensuring that the scope of work performed is consistent with the strategic interests of Focus, and to facilitate the transfer of knowledge between the consultant and the internal support groups
  2. May assist in coaching and development of other team members
  3. Performs other duties as assigned

Managerial Breadth/Scope of Job:**

  1. May lead and direct a team of stakeholders to meet the objective of the assigned work unit
  2. May monitor and provide direction for offshore teams and/or on site contractors in relation to specific project efforts

Required Experience
  • Bachelor's degree in Information Systems, Computer Science, or Business Management
  • 1-2 years of experience performing business or systems analysis
  • 1-2 years of experience in front-end web design and concepts beneficial
  • 3-7 years of experience in system and application support or as a power user
  • Formal application training and/or comparable experience in systems including but not limited to:
  • Studio Suite (, Microsoft CRM (Microsoft), Centerprise (Astera), Sharepoint Services, Right Now (Oracle), SQL (Microsoft SQL Server), Online data collection or data integration tools, Gigya, and Doclink (Altec)
  • Proficient in the full suite of Microsoft Office products, Visio (Microsoft)
  • Experience working with systems supporting complex enterprise-wide business processes
  • Experience documenting information systems architecture, as well as requirements and use cases
  • Familiarity with concepts of data governance, data integrity management, and data structures, as well as knowledge of data quality and industry standards around data management.
  • Experience with creation, review, and execution of test cases as well as testing methodologies and test plan development
  • General knowledge of project management methodologies
  • General experience with JavaScript and CSS languages, familiar with XML and XSLT concepts a plus
  • General knowledge of ETL methodologies and tools a plus
  • Strong knowledge and experience with SQL desired
  • Strong business process knowledge beneficial
