Type of Appointment: This is a Career/Career-Conditional Appointment and does NOT require membership in a compatible military assignment in the Army or Air National Guard. This is a full-time, non-dual status, competitive, permanent position.

Organizational Structure: This position is located within the Department of the Army National Guard in Columbia, SC. The primary purpose of this position is to perform developmental assignments which are designed to provide the member, who is serving in a developmental capacity, experience in pre-award and post-award functions when they are well-defined and well-precedented, using common contracting methods and contract types, to procure standard or specialized services, commodities, and/or construction through formal advertising and negotiation procedures using primarily firm fixed-price contracts.
As a Contract Specialist you will:
- Plan acquisitions for standard or specialized services, commodities and/or construction contracts where specifications are standardized within established competitive markets, and where price competition exists.
- Develop solicitations, evaluate responses, and makes award recommendations.
- Compile complete bidders' list from qualified applications, knowledge of suppliers, contacts with trade associations, Small Business Administration, or other sources.
- Monitor contract performance and perform contract administration.
- Provide advice and assistance to others relating to contracting work and prepares correspondence.
- Work with Government Purchase Card.

To qualify for this position, you must meet the Basic Requirement, the Additional Qualification Requirement AND the Contracting Certification Requirement below.
Basic Requirement: A. Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: You must include copies of your transcripts with your application package to support this response.
B. Been employed in a GS-1102 position or contracting position with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department or a military member who occupied a similar occupational specialty to the GS-1102 since September 30, 2000 for the Department of Defense. (You must include a copy of your SF-50(s), DD214 and/or other military documentation with your application package to support this response.)
Additional Qualification Requirement: A. One year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) and provided the knowledge, skills and abilities required to perform the duties of this position. Specialized experience may have been demonstrated by conducting pre-award and post-award functions with common contracting methods and contract types; provide advice and assistance to others relating to contracting work, prepare letters, memoranda, documents and/or reports that support contractual actions or recommendations; and assisting in resolving routine discrepancies/problems with assigned acquisition actions.
B. Have two full academic years (36 semester hours) of progressively higher level graduate education or a masters or equivalent graduate degree or LL.B. or J.D in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. If the information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying one year of full-time study requirement; at this level two full years as described is needed.
C. Have less than the full amount of graduate education described in "B" and less than the amount of experience described in "A," but have a combination of the type of graduate experience described in "B" and the type of experience described in "A". To combine education and experience, the applicant's total qualifying experience and total qualifying education will be determined as percentages. The two percentages will be added together and must equal at least 100 percent to qualify. (Only graduate education in excess of 18 graduate semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit a copy of their transcripts for verification.
Contracting Certification Requirement: Hold a current a Level I Contracting Certification (i.e., Defense Acquisition Workforce Improvement Act (DAWIA), Federal Acquisition Certification (FAC) or industry equivalent certification). NOTE: You must submit a copy of your certification.

Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Condition of Employment:
- This position meets the criteria of a Non-Dual Status Management Plan as follows: The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
- Alternate work schedule: 7:30 am to 5:00 pm (alternate Mondays off).

- May be required to travel by military or commercial aircraft in the performance of TDY assignments.

- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. Contracting Level I required for entry and Contracting Level II required within 24 months of assignment.
- The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8. In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- The incumbent must obtain and maintain the appropriate security clearance.
