The Advanced Medical Support Assistant is assigned to the Ambulatory Care Unit of Patient Business Service at the Dayton VA Medical Center, Dayton, Ohio.

The incumbent responds to inquiries from Veterans, Medical Center staff and other agencies regarding Veterans entitlement for care. Incumbent utilizes medical terminology knowledge and other applicable knowledge in clinic procedures and processes in order to accurately schedule appointments in VISTA in the appropriate physician/specialty clinics in accordance with existing procedures and guidelines.

Incumbent uses appropriate options to perform check-in of patients for appointments, follows current procedures for notification of clinic staff of the patient's arrival and utilizes the Pre-Registration Menu options to validate the accuracy of enrolled patient's database on a regular basis; validation of data includes: patient demographics, health information, income assessments for the Means Test and Pharmacy Co-pay Exemption programs as mandated by law.

The incumbent monitors patient enrollment to the outpatient clinics insuring accurate eligibility is reflected and enrollments are active. The MSA discharges patients from clinic(s) when treatment is complete or if the Veteran is no longer seeing a provider; utilizes the Electronic Wait List (EWL) when access that meets VA guidelines is not available; utilizes the Recall/Reminder list to get Veterans scheduled when reminder letters are sent to the Veteran to remind them to call for an appointment. Incumbent assures timely appointment cancellations by both clinic and patient are recorded in accordance with VA guidelines as failure to meet this requirement significantly impacts the Medical Center report card for Missed Opportunities; enters no-show information for patients who fail to report for scheduled appointments, and reschedules these patients for the future as determined by the physician; ensures patients are involved and informed of all scheduled appointments to minimize rescheduling and no-shows.

MSA utilizes: good judgment and effectively and properly analyzes and evaluates all situations to ensure that the Veterans welfare is protected; skills in establishing and maintaining effective working relationship with patients, relatives and hospital staff; good communication skills and exhibits high skills in oral communication techniques with particular emphasis on interviewing which is a main responsibility of this position; ability to relate and coordinate with individuals of all socioeconomic and educational levels; thorough knowledge of Medical Center Procedures, regulations, physical layout, staff and functions; skill in interpreting computer generated reports and understanding data processing capabilities; knowledge of the capabilities and technical operations of VISTA, including registration, scheduling and application programs that have been built into it.

Incumbent uses written and oral guidelines which exist in the form of numerous VA and local regulations and policies pertaining to administrative functions of Patient Business Service and the Medical Care Cost Recovery Program. Guidelines are generally applicable; the incumbent uses judgment to adapt guidelines to meet unusual circumstances. Sound judgment is required by incumbent in applying these guidelines to ensure optimum support to the organization. Incumbent provides a respectful and consistent approach to the Veterans, family and representatives we serve and be able to know when to ask for guidance or intervention in dealing with individual Veterans.

Basic Requirements:

  • US Citizen

  • Experience and Education

(1) Experience. Six months experience of clerical, office, or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or

(2) Education. One year above high school; or

(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.

  • English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j.

*Grade Determinations:*

GS-6 MSA (Advanced MSA)

(a) Experience. One year of experience equivalent to the next lower grade level GS-05.

(b) Assignment. The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., patient aligned care team, or other specialty care setting where the patient aligned care team model is used such as oncology, HIV, SCI, Military Sexual Trauma, etc.). The Advanced MSA coordinates with the patient care team to review the clinic utilization by using various reports (e.g., Clinic Utilization Statistical Summary), ensure that the clinic setup is closely monitored to effectively support the needs of the clinic, and make any necessary adjustments. They develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; communicate with non-VA medical facilities; facilitate/process secure messaging with the patient and team; notify patients of normal lab results; develop and manage a tracking system for follow up care such as consults, tests, etc.). Other assignments at this level include, but are not limited to: participating in team huddles and team meetings to manage and plan patient care; setting priorities and deadlines, adjusting the flow and sequencing of the work to meet team and patient needs; may work with the team to reinforce the plan of care and self-help solutions and entering appropriate information into the electronic record; monitoring pre-appointment requirements to assure readiness for patient visit/procedure (e.g., X-ray, lab work); managing electronic wait list to verify and validate accuracy and resolve issues; participating and providing input in problem solving on operational issues or procedures in team meetings, performing administrative follow up actions; participating in and independently following up on team huddles by sharing information and collaborating with the medical team to assure continuity of care; evaluating patient information and clinic schedule lists to determine whether patient is vested; educating providers about shared patients (those who receive their care at multiple VAs or those who have care in the community) and bringing to the attention of the provider. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.

(c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below: 1. Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations. 2. Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels. 3. Advanced knowledge of the technical health care process as it relates to access to care. 4. Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment. 5. Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process. 6. Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
