The National Guards full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. (IAW TPR 303, 24 August 2005)
MINIMUM MILITARY GRADE: E6
MAXIMUM MILITARY GRADE: CW5
Grade inversion within the full time workforce in not permitted. The military grade must not exceed that of the supervisor. The primary purpose of the position is to perform nonprofessional technical work in functions such as design, plans development, inspections, drafting, and some surveying and materials testing. These activities require application of the principles of engineering technology, computer drafting, and related disciplines.

**Experience or training which provided familiarization of engineering instruments, testing procedures and techniques. Ability to read and understand specifications, instructions and procedures to use high school level mathematics.

Experience, education or training with knowledge of basic standard engineering principles, methods and practices. Experience reading and interpreting engineering and architectural plans and specifications. Experience planning, scheduling and supervising; exercising initiative and sound judgment. Experience using a variety of inspection techniques and practices to determine compliance with plans and specifications. Experience communicating both orally and in writing in a clear and concise manner.
KNOWLEDGE, SKILL AND ABILITIES (KSAs):

Practical knowledge of the basic principles of engineering technology, computer drafting and related disciplines.
Practical knowledge to analyze facility requirements and future land utilization.
Knowledge and ability to write and review project specifications pertaining to roofing, flooring, foundations, parking lots and roads, heating and cooling systems.
Knowledge to prepare site layout designs.
Knowledge and ability to evaluate project plans to determine quantity of materials needed.
Knowledge of Computer-Aided Design (CAD) technology, Geographical Information Systems (GIS) and other windows based programs.
Knowledge of non-geodetic surveys, property surveys, construction control surveys and surveys for topographic mapping.
Knowledge to perform tests on soils, asphalt, concrete and other engineering materials necessary for the design and evaluation of buildings, roads and runways.
Knowledge to operate sensitive and complicated test equipment and maintain schedules for calibrating the equipment.
Practical knowledge of the methods and procedures of design, plans, and specifications development, evaluations of contract designs, inspections, drafting and surveying.
Substitution of Education for Specialized Experience: For GS-04 positions, successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses. At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area specialization. For GS-05 positions, successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, constructions, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics. At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.
