MAJOR DUTIES: Incumbent performs a combination of functions and serves as an advisor to management and employees by providing comprehensive human resources (HR) services on classification, position management strategies, recruitment, internal placement, and pay flexibilities associated with the activities services by the HRO. Classification: Designs and accomplishes organizational position management surveys. Conducts continuing review of position classification and workforce management programs. Certifies and implements standardized position descriptions. Manages full-time manpower requirements for the state.

QUALIFICATIONS REQUIRED: APPLICANT MUST PROVIDE A COPY OF A CURRENT VALID DRIVER'S LICENSE
GENERAL EXPERIENCE: Experience which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems..

SPECIALIZED EXPERIENCE: GS-11 Must have at least one year experience at the GS-09 level in the following: KNOWLEDGE of and SKILL in applying a wide range of human resources management concepts, practices, laws, regulations, policies and precedents. KNOWLEDGE of and SKILL in a wide range of position classification concepts, principles, and practices; a full range of pay laws, regulation, principles and practices sufficient to provide state level comprehensive HR management advisory and other technical services to organizational (ANG and ARNG) functions. ABILITY to advise management on Human Resources principles and practices. KNOWLEDGE of the rules and procedures that apply to the various categories of National Guard full-time employees, i.e., dual status (DS)/non-dual status (NDS), Active Guard Reserves, Active Duty Special Work (ADSW), etc.
ABILITY to communicate both orally and in writing; prepare and present oral briefings.
