This position is located in the logistics section of a Battalion (Bn) or Squadron (Sqdrn) size unit of the Army National Guard without a property book section. The purpose of this position is to function as the Assistant Logistics NCO for the organization. Under the technical direction of the senior Logistics NCO, this position accomplishes work in the area of logistics. EXCEPTED POSITION: Alabama Army National Guard membership is required. POSITION STATUS: MERIT LOCATION: HQ 200TH TNG REG, FT MCCLELLAN, AL SELECTING OFFICIAL: LTC J. WHITMIRE Permanent Change of Station Authorization: IAW Joint Travel Regulation (JTR) PCS entitlements will be paid to any on board permanent status technician selected through an advertisement process as long as the commuting distance increases more than 50 miles and a service agreement is signed stating that the employee will remain in the federal service for a specified period of time (at least 12 months) following the effective date of the relocation. If the service agreement is broken, the employee is required to repay all PCS reimbursements and third party payments made on his/her behalf. All PCS authorizations must be completed NLT 1 year from the effective date of relocation.


ALABAMA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED:This is an excepted position that requires membership in a compatible military assignment in the Alabama Army National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Army National Guard must be eligible for immediate membership and employment in the Alabama Army National Guard in the military grade listed in this announcement. AREA OF CONSIDERATION FOR ALABAMA ARMY NATIONAL GUARD POSITIONS: AREA 1: All permanent Alabama Army National Guard civilian excepted technicians currently employed. (1) Incumbent is responsible to provide technical assistance to subordinate units, the headquarters logistics section, or other staff sections concerning logistics and maintenance management. Assists in providing proficiency training for logistical personnel within the command. Reviews current and future equipment authorization documents and provides recommendations for modification. Performs random reviews of subordinate unit expendable/durable requisitions. Assists in monitoring funds availability in accordance with regulations and the commander's priorities. Verifies property listings to ensure non-expendable quantities are commensurate with authorized levels of current or future authorization documents. Reviews current due-in status of back orders and identifies issues or problems. Performs audits of shortage/overage annexes to ensure all expendable/durable items are on hand, on valid requisitions, or turn-in actions have been initiated. Serves as a purchase-card holder for ordering items in accordance with current directives. Executes supply and maintenance discipline inspections and other like evaluations of subordinate logistical operations. Performs assistance visits in the areas of supply and maintenance. Audits personal clothing records at subordinate elements. Examines organizational clothing and individual equipment (OCIE) reports to ensure the completion of supply actions of subordinate units. Inspects OCIE records for procedural completeness, accountability, accuracy, and agreement with automated management systems. Reports findings and critical problem areas to appropriate command levels. Coordinates lateral transfers of excess clothing and equipment within the organization. (2) Provides input for the development of command logistics policies. Consolidates unit level logistics feeder information for the organizational readiness report. Assists in preparing logistics plans for scheduled training. Coordinates for the receipt and issue of billeting, equipment, and supplies for training. Reviews Reports of Survey, Cash Collections, and Statements of Charges for property loss or damage. Reviews and forwards adjustment documents. Assists in monitoring high priority requisitions, reviews on-hand levels of equipment, identifies equipment excess and shortages, and reviews and coordinates transfers of equipment. Assists in coordinating the receipt, inventory, and issue of new equipment fielded to the organization. Prepares or reviews convoy requests, movement plans, and transportation requests for movement of equipment and personnel. Prepares reports, schedules repair or maintenance, and requests replacement of GSA vehicles. Reviews, monitors, and forwards logistics correspondence and documents. (3) Performs as a technical specialist in food service administration. Reviews and forwards subsistence requests and consumption reports. Adjusts scheduled meal menus based on training requirements. Reviews AT and IDT food service records and provides guidance to logistical and food service personnel. Prepares requests and coordinates receipt of bulk and package petroleum, oil, and lubricants (POL). Coordinates and completes turn-in actions for POL. Prepares or assists in the preparation of ammunition requests. Coordinates and assists in the receipt, issue, and turn-in of ammunition and residue. Forwards reports of ammunition usage for reconciliation. Coordinates the request, issue, and turn-in of medical supplies. Maintains hazardous materials handling and environmental safety certifications. (4) May be required to coordinate with local officials, service organizations, etc., for a variety of purposes: armory security coordination with police, rental of the armory, recruiting activities, and organizational participation in celebrations. May coordinate the equipment requirements to support school activities such as "career days" for the purpose of informing individuals and groups of the benefits of belonging to the National Guard. (5) Performs other duties as assigned.

SPECIALIZED EXPERIENCE:Must have at least 9 months experience, education, or training which demonstrates knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting searches for required information; reconstruct records for routine supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts. Experience performing routine aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management. KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of logistical and maintenance functions sufficient to provide technical assistance and training to subordinate unit logistics personnel.

  • Knowledge of the logistical requirements defined by the authorized or pending Modified Table of Organization and Equipment (MTOE) sufficient to identify discrepancies and propose corrections.

  • Knowledge of supply accountability sufficient to review and/or inspect logistical requests, receipts, and pending transactions.

  • Knowledge of logistical requirements sufficient to support unit training and deployment.

  • Knowledge of logistical procedures sufficient to review adjustment documents.

  • Knowledge of food service administration sufficient to monitor, consolidate, and review subordinate unit food service requests and reports.

  • Knowledge of petroleum, oil, and lubricants (POL) and ammunition operations sufficient to review and/or prepare documents pertaining to the receipt, issue, storage, and accountability.

  • Knowledge to order and account for supplies and services through the unit purchase-card program in accordance with governing regulations.

  • Knowledge of one or more automated supply databases to enter, correct, maintain, update and retrieve recurring and specialized reports as required.

  • Knowledge of administrative procedures sufficient to complete logistical correspondence and filing.

  • Knowledge of logistical support requirements for organizational strength maintenance activities.

Substitution of Education for Specialized Experience:Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
