Persons appointed with indefinite status maybe separated when their services are no longer needed. This position is located in the Total Army School System (TASS) Regional Training Institute. The purpose of this position is to plan, develop, administer, and manage the various Army National Guard (ARNG) training programs conducted by the Regional Training Institute with 10 to 30 creditable courses.

WHO CAN APPLY:
GROUP I -**All qualified Male/Female Warrant Officers (W2/CW2- W4/CW4) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II All qualified Virginia Army National Guard Male/Female Warrant Officers (W2/CW2- W4/CW4) regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
*MILITARY CRITERIA: *Applicant must be qualified and eligible for award of an MOS as follows: W MOS: 011A
*MILITARY ASSIGNMENT: *Applicant selected for this military technician position must occupy a military assignment in the Virginia Army National Guard that ensures proper grade, unit, and MOS prior to placement.
DUTIES AND RESPONSIBILITIES:Plans, develops, directs and manages training programs through subordinate employees who inturn provide day-to day operations for the Regional Training Institute (RTI). Coordinates school requirements and maintains liaison with NGB, proponent schools, active military installations, and other agencies concerning execution and conduct of training programs. Prepares and provides justification of budget estimates. Responsible for procurement, accountability, currency and storage of training aids, visual aids, school and staff library, other training materials, supplies and equipment required to support the RTI. Procures instructors, tactical officers, training of non-commissioned officers, additional staff, and other support personnel, for the planning and conducting of OCS, NCOES and special schools, and, provides guidance for the staff, faculty, and support personnel. Recruits functions for the RTI. Supervises/manages assigned and attached personnel. Complies with equal employment opportunity and affirmative action plans, energy conservation programs, and implementation of field sanitation and troop health programs. Serves as a member of the RTI Advisory Council to develop changes to NGB publications, which affect operations of the institute. Plans and assigns work to be accomplished by subordinates. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations, and other similar special emphasis programs. Assures position descriptions are accurate and positions are operating as intended. Supervises and reviews Army Training Readiness Requirements (operational requirements) and all automated data processes, programs and functions.

MINIMUM QUALIFICATIONS:Experience, education, or training that demonstrates the ability to follow directions, to read, understand, with the ability to retain and recall a variety of instructions, regulations, and procedures
SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to the GS-09. Have experiences that demonstrated particular knowledge, skills, abilities and behaviors to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products.
*Quality of Experience: * Level of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the Miscellaneous Administration and Program Positions.
*SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: *High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time hours, or the equivalent) for the first 12 months of the required experience. For experience in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for six months of experience. Each 30 semester hours credited must have included at least 6 semester hours of courses which are directly related to the type of work of the position.
