About the Position:

The U.S. Army Institute of Surgical Research (USAISR), a U.S. Army Medical Research and Materiel Command (USAMRMC) asset and is collocated with the San Antonio Military Medical Center (SAMMC), Fort Sam Houston, Texas. The USAISR is dedicated to BOTH laboratory and clinical trauma research. Its mission is to provide requirements-driven combat casualty care medical solutions and products for injured service members, from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, burn, and critical care to Department of Defense beneficiaries around the world and civilians in our trauma region; and provide Burn Special Medical Augmentation Response Teams.

USAISR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-03 payband is equivalent to the GS-13, step 1 to GS-14, step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, will not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

This is a contingent (TERM) appointment, NTE 2 years. Individuals selected for this term position may be eligible for conversion to career-conditional appointment at a later date. To be converted, the employee must (1) have been selected for the contingent position under competitive procedures, (2) must have served 2 years of substantially continuous service in the contingent appointment, (3) be selected under merit promotion procedures for the permanent position, and (4) have a current rating of "B" or better.

This is a TERM position for 2 years and may be extended to maximum of 5 years.MRMC Command is authorized to extend a contingent appointment one additional year.

As a Health Science Program Administrator, you will: Serve as a Contracting Officer Representative (COR), which involves representing the Contracting Officer as described in the Defense Federal Acquisition Regulation Supplement; Manage combat casualty care research and program operations to ensure deliverables and milestones are achieved while maintaining adherence to governmental policies, procedures, and regulations; Coordinate between local resources and research directorates for contracting, budgeting, logistics, facilities, personnel, program management, and Information Technology/Information Management Office; Act as a Liaison between local and external agencies; Plan, design, and conduct research in blood product development.

Basic Requirement: Full four-year course of study in an accredited college or university leading to a Bachelor's or higher degree that included major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

In addition to the basic requirement, applicants must meet the experience requirement listed below.

Experience Required: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: (1) Experience assisting with developing and executing a medical research program emphasizing blood product development in support of combat casualty care; (2) budgeting a medical research program; and (3) managing medical research program resources.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-02/GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:
