Position Description:

Put your years of experience into a future of excellence at CGI Federal. We are seeking an OE Master Plans Writer/Futures Analyst to support operations in our Newport News, VA location.

Your future duties and responsibilities:

Basic Functions: The OE Master Plans Writer/Futures Analyst will ensure that Operational Environment Enterprise (OEE) operations and plans directly contribute to comprehensive integration of TSC capabilities and OE replication in support of the Centers of Excellence, in accordance with CG TRADOC priorities and lines of effort; leader development; training and education and force development . The OE Master Plans Writer/Futures Analyst coordinates with U.S. Army TRADOC, Service Components, Centers of Excellence (CoE), FORSCOM, external government agencies, academia, industry, and Coalition Forces providing critical support to the TSC’s internal and external outreach/engagement and communication efforts. This position supports integration of mid- to long-term planning initiatives with near-term engagement requirements managed within current operations. It requires detailed coordination amongst the highest level of military, government and industry and academic stakeholder organizations and requires the ability to adapt to fast-paced, changing environments. Must be able to work as part of a team, handle multiple tasks simultaneously, prioritize effectively and pay close attention to detail.

Major Duties:

• Develop plans for future G2 operations based on the Director’s and higher headquarters requirements.

• Based on these plans, develops the organizations strategic engagement plan; long-term capability integration efforts and supports execution in concert with current operations.

• Support G2 mid-term and long-term operations with regard to coordination with organizations for operational support.

• Support the development of operational plans for collective training, individual training, and leader development focused on providing the most relevant and complex OE.

• Provide analysis, assessments, and recommendations to G2 leadership in planning the operational missions of the G2.

• Develop long-range plans and schedules for the G2, joint and service exercises, and facilities required to support G2 operations in the future, and future G2 capability requirements.

• Develop and implement internal training to support deploying brigade and division battlestaffs to conduct current and effective operations.

• The incumbent must become a subject matter expert whose understanding of the TSC, TRADOC G-2 and TRADOC missions and initiatives, combined with overarching Army mission and priorities knowledge enables them to advise TSC directors on stakeholder analysis, and engagement and strategic communications planning.

• With senior TSC directors develops strategic themes, messages and talking points appropriate for stakeholders, ensuring they’re nested with TRADOC G-2, TRADOC and Army strategic communications themes and messages.

• Ensures TSC vision and messages are effectively communicated through oral communications, on-screen presentations and written promotional materials to visitors, in conference presentations and event displays.

• Develops materials, and information papers as needed to meeting strategic communication goals; executes all coordination required for production of these materials.

• Provides Future Operations input to annual budgetary and planning documents, as required.

Required qualifications to be successful in this role:

• Knowledge and understanding of Army command structure, organization and missions.

• Ability to juggle multiple tasks simultaneously and work with various levels of staff and leadership within the organization. Being able to “think on your feet” to resolve unplanned issues that arise is critical to the success of this position.

• Excellent interpersonal skills and be able to deal effectively and professionally with a variety of persons, including the highest level of military and government leaders; sensitivity to protocol issues and requirements is a must.

• Excellent computer skills and must embrace the use of technology.

• Motivation to be highly self-directed and be willing to take on new challenges.

Background Requirements:

• Senior military officer with over 25 years of experience, combat arms preferred.

• Experience in planning operations at the tactical and operational levels of command.

• Excellent written and oral communications skills. Must be able to edit often highly technical material for both public and user audiences.

• Must be highly proficient in MS Word, Excel, Power Point, Outlook and photo/graphic software (for example, Photoshop) and their combined use to create and manipulate graphics, charts of technical material and high quality multimedia/animated presentations.

• Position requires a Top Secret security clearance with SCI access

• Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
