The Youth Regional Treatment Center (YRTC) has a capacity of 32 beds, 3 transitional rooms and 5 family suites. YRTC delivers residential treatment services in an integrated, multi-disciplinary manner, including 12-step and American Indian spirituality based practices, to adolescents who are affected by substance abuse, and in most cases, co-occurring mental conditions.
The purpose of the position is to supervise and deliver quality general care to youth ages 12 to 17 years of age with substance use/chemical dependency/co-occurring problems. Serves actively and constructively as a member of the multi-disciplinary treatment team, supports the organization and program philosophy of care; ensures the safety and well-being of each resident. Position reports to the Supervisory Psychiatric Nurse.

Function as a member of a multidisciplinary treatment team with a patient load of chemically impaired or mentally unstable adolescent patients whose nursing care needs are not predictable. Responsible for patients from admission to discharge and has considerable knowledge, experience and skill for concentrated effort and self-motivation to carry out patient care assignments, including:
- Take the initial health history on new patients.
- Assess and treat minor health problems such as colds, impetigo, cuts and bruises.
- Provide emergency treatment; for example, to accident victims.
- Perform the full range of nursing care required to motivate and redirect the behavior of psychiatric patients.
- Manage the stable phase of common chronic illnesses such as diabetes, hypertension and tuberculosis.
- Provide individual and family counseling, and dispense medication refills.
- Provide comprehensive nursing care for substance abuse and behavioral health patients.
- Take vital signs, take specimens, and support the doctor in diagnostic procedures applicable to the residential treatment center milieu.
- Administer immunizations, inoculations, allergy treatments and all other prescribed medications.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. BASIC REQUIREMENT(S): Education:Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
- providing guidance and assistance to adolescent inpatient residents including factors regarding the clients' family, community, social services, and balancing all that needs and resources in a complex interaction for an adolescent service;
- understanding of/and systematic review and analysis of the patient's medical/nursing history and patient care plan to the patient's needs;
- recognizing and responding to deviations from normal conditions;
- knowledge of pharmacology and skill sufficient to administer prescribed medications and observe for the desired action, dosage, and adversities of the medications; and
- knowledge of professional nursing principles and procedures as applied in a residential behavioral health setting. -OR-
Education- two full years of progressively higher level graduate education or a master's or equivalent degree; graduate-level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employee credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which annual leave is earned.
