NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership with a compatible assignment in the Pennsylvania Army National Guard. APPOINTMENT STATUS:EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.


NATIONAL GUARD MEMBERSHIP STATUS: Employment in this position requires concurrent military assignment to a compatible military position in the Pennsylvania Army National Guard in the following: ENLISTED CMF 11, 12, 13, 14, 18, 19, 25, 31 MOS 00F

Assignment to a compatible military position is not required for application but will be required if selected for appointment.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required for this position: A copy of the complete position description is available in the Human Resources Office.

Oversees range activities as directed by the Range Control Manager. Applies and enforces the Installation Range Safety Program. Prepares and staffs installation range safety publications. Familiar with the scheduling of training facilities via the automated Range Facility Management Support System (RFMSS). Interfaces directly with military, civilian and law enforcement agencies desiring to use the installation range complex.Ensures that adequate numbers of fully trained personnel are scheduled to support range operations and the communications center. Conducts and prepares installation capability briefings and tours as directed by the Range Control Officer. Oversees the work effort of employees who are involved in supporting the maintenance, operations, and communications center. Assumes the duties of the Range Control Manager in the absence of the incumbent. Performs other duties as assigned.

GENERALIZED EXPERIENCE: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.


Application must have at least 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Applicants must have experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled. Applicants must have a thorough knowledge and understanding of administrative procedures and practices of management. Experience developing administrative procedures.

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

  • Knowledge of a wide range of established ARNG range management principles and concepts involving range operations, live fire training activities, range safety, range maintenance, and range control and communications. Must attend and graduate from the Range Operations Course and Range Safety Course

  • Knowledge of range activities, functions, and mission to provide support and services to training activities.

  • Knowledge of current military doctrine as related to the training center and range operations to analyze problems and recommend solutions to eliminate problems.

  • Knowledge of regulations, pamphlets, and instructions regarding policies and procedures for firing and handling ammunition.

  • Knowledge of basic automation programs and systems to facilitate documentation and reporting.

QUALITY OF EXPERIENCE:Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

INDEFINITE: **Currently employed permanent technician selected will occupy this position as a Promotion NTE or Reassignment as appropriate in their present status. Employment status pertains to applicant nominated, who is not a currently employed permanent technician. Indefinite appointments do not acquire permanent status and do not serve a trial period. Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.
