Environmental Manager -- Jacksonville, FL


The EM will previously been employed in the environmental compliance field for a minimum of nine consecutive years.

The EM will have experience in hazardous waste management and hazardous substance spill response.

The EM, prior to contract start, will be trained as a site supervisor for spill clean up in accordance with OSHA regulations and 29 CFR 1910.

The EM will have received a minimum of 40 hours of hazardous waste management training and a minimum 16 hour course in hazardous material transportation.

The EM will ensure that all refresher training will kept up to date.

The EM will have experience working with federal, state , and local environmental regulations.

The EM will have experience working with budget and project management techniques. The EM will have experience working with permit and permit modification processes. The EM will have experience working with waste management and minimization techniques and environmental best management.

The EM will have experience working with the development of in-depth and original responses to complicated and unpredictable problems and situations.

Job Functions

The EM will act as liaison between the Contractor, FSCM, and Jacksonville's Environmental Division on environmental matters. The Em will ensure Contractor and Sub-contractor are in complicance with base, NAVFAC, state, federal and local regulations and the environmental requirements of this contract.

The EM will, within six months after contract start, receive training in Spill Prevention Control and Cpuntermeasures (SPCC), Storm Water Pollution Prevention, Emergency planning and Community Right-to-Know (EPCRA), Pollution Prevention, and Asbestos Management.

The EM will attend base Environmental Department meeting pertaining to environmental protection and compliance related matters.

The EM will ensure all documents, records, permits, and other environmental data required by state, federal, local regulations and the contract, are maintained by the Contractor and provided as requested.

The EM or his designated alternate will be available 24 hours a day to provide emergency chemical information and spill response. and.will provide phone numbers to the KO within 10 days of contract start. The EM plans and manages environmental programs and the respective department and establishes program objectives, policies, and priorities ensuring they meet appropriate guidelines and regulations. The EM manages and supports the customer in the performance of self-evaluations and external/internal audits and ensures appropriate data is gathered, analysis is conducted and recommendations are provided to the customer.

The EM manages , develops and provides environmental training classes ensuring courses provide appropriate information and meet customer needs.

The EM manages, supports and responds to employee/building occupant issues and concerns and ensures activities are documented and establishes procedures for documenting the information.

The EM develops plans, procedures. reports and other required technical documentation necessary for environmental program operations, oversees compilation and submission of reports and monitors the submission of required reports to ensure timeliness, accuracy and appropriateness and provides revisions as required. procedures.

The EM selects, hires, trains, and evaluates employees to enhance their performance, development, and work product, addresses performance issues, recommends personnel actions,and motivates and rewards employees with salary increases, bonuses and promotions within allocated budgets and company guidelines.

The EM prepares and recommends operating and personnel budgets for approval and monitors spending for adherence to budget with recommended variances as required.

The EM will have the ability to work independently and as part of a team.

The Em will have the ability to interpret and apply Department of Environmental Quality and Environmental Protection Agency (EPA) environmental laws, regulatory programs and guidance material.

The Em will have the ability to communicate effectively and persuasively with all levels of government agency officials and private industry representatives, including the ability to negotiate and resolve critical program issues.


Bachelor's degree or equivalent combination of education and experience

Bachelor's degree in chemical engineering, environmental science, environmental science, environmental engineering or related field preferred.
