Human and Institutional Capacity Development (HICD):
Human & Institutional Capacity Development (HICD) is a model of structured and integrated processes designed to identify root causes of performance gaps in host country partner institutions, address those gaps through a wide array of performance solutions in the context of all human performance factors, and enable cyclical processes of continuous performance improvement through the establishment of performance monitoring systems. The ultimate goal of HICD is to help program partners improve performance in critical areas leading to measurable results in achieving the organization’s goals and objectives.
The HICD Specialist will oversee the implementation of an INL funded human and institutional capacity development (HICD) program in Afghanistan. The position will be based in Kabul and will provide support to the improvement of human and institutional capacity of the Government of Afghanistan’s justice sector institutions.
The HICD Specialist will provide expert technical guidance all aspects of HICD to stakeholders, including performance assessments, performance solutions design, performance monitoring, and management system design. He/she will assist clients to build leadership, perform strategic planning, conduct information analysis, develop process improvements, perform facilitation functions, conduct surveys, and improve organization performance.
Law degree preferred; Master's degree in international development, public or business administration, or related field.
Designated as Certified Performance Technologist (CPT) certification from the International Society for Performance Improvements (ISPI), or HPI certification from the Amderican Society for Training and Development, for Human and Institutional Development Projects sponsored by USAID or in the process of completing one or both of these certifications.
Minimum 5 years experience implementing HICD, organizational development, change management, local capacity building on development projects in developing or transition countries.
Experience working in one or more of the following sectors: justice/rule of law, civil society, advocacy, media, education, government.
Knowledge of development project cycle, USG agency policies, regulations, reporting requirements.
Experience providing technical guidance on aspects of HICD to civil society organizations (CSOs) and ISOs, including performance assessments, performance solutions design and performance monitoring and management system design.
