About the Agency

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). ORGANIZATIONAL LOCATION: Department of Health & Human Services (HHS), Indian Health Services (IHS), Northern Plains Region, Great Plains Area, Optometry Department, Kyle, South Dakota. Position reports to the Clinical Director.

Cut-off dates will be established based on the date requests for List of Eligibles are received to fill other vacancies. 10 pt. Veterans' Preference ESEP applicants who submit a complete application after a Cut-off date but before the List of Eligibles is issued, will be considered and referred on the List, if qualified. 1st cut-off 010/14/16, 2nd cut-off 11/14/16, 3rd cut-off 12/13/16, and 4th cut-off 12/30/16.



  • Supervises subordinates including other Optometrists and/or Optometry Technicians.
  • Develops and monitors the eye care budget.
  • Devises and implements projects, programs and standards for investigation and control of particular eye hazards or vision problems.
  • Develops and implements new research projects pertinent to the Health Center population.
  • Provides direct care to patients in a responsible, respectful and caring manner.

Degree: Doctor of Optometry (O.D.) accredited by the Council on Optometric Education.

Licensure: Current license to practice optometry in a State, the District of Columbia, or a territory is required, except for those research positions that do not entail patient care responsibilities.

Applicants who meet the basic requirements qualify for GS-9.

For GS-12:

One year of professional optometrist experience equivalent to at least GS-11 that demonstrated the ability to perform the work of the position to be filled. For example, for industrial optometrists, the applicant's experience must have demonstrated skill in administering an industrial optometry program in an industrial activity requiring the development of new methods, procedures, or devices for protection employees engaged in eye-hazardous work.


For research positions, completion of all the requirements for a Ph.D. or equivalent degree in a related field such as those described above for GS-11.ENT(S):

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

IF SUPERVISORY POSITION: Experience leading or Supervising Optometrist department by assessing and evaluating work performance and employee conduct, experience creating work schedules.

Examples: Supervising in an hospital setting, conducting performance evaluations, approving or denying leave requests, initiating disciplinary actions recommending selection for vacancies etc.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which annual leave is earned.
