The Gambling Commission's mission is to protect the public by ensuring that gambling is legal and honest. Part of this involves bringing administrative actions against businesses and individuals when gambling laws and rules are violated. The Management Analyst 3 is integrally involved with this process.

Under the supervision of the Managing Attorney/Legislative Liaison, the Management Analyst 3 is the agency's Rule Coordinator responsible for coordinating the development, implementation, and monitoring of the agency's rule-making program. This position is responsible for all aspects of the rule-making process, including creating and filing all rule-making documents in compliance with the Administrative Procedures Act and other state law and agency rules and policies. Rule-making files and information should be maintained so that any rule-making related documents are logically organized and easily found. This position files all legally required rule-making notices, orders, and other documents with the Code Reviser's Office, tracks deadlines for all administrative rule-making, prepares rule summaries and other legal notices, and provides other rule-making support for the Managing Attorney/Legislative Liaison and agency leadership.

This position assists the Managing Attorney/Legislative Liaison with legislative duties, including legislation research and analysis and communication with legislators, legislative staff, stakeholders, and agency leadership about legislation that may affect the agency.

This position assists in responding to public records requests under the Washington's Public Records Act, including researching questions related to the public records act and reviewing the searching, gathering, preparing, withholding, redacting, disclosing, and production of agency records consistent with state public records laws, rules, and agency policies.

This position works in an office environment and works Monday through Friday, eight hours per day. This position may be required to work occasional overtime. This position will have frequent interaction with agency employees; gambling licensees and applicants for gambling licenses; employees of the Attorney General Office, Code Reviser's Office, and Office of Administrative Hearings; as well as the general public. This position may also present rule packages at agency Commission meetings.


Required Qualifications

Bachelor's Degree in Business Administration, Public Administration, Law, or related field; AND

Two to three years of experience conducting research and analyzing policies, laws, rules, or regulations, OR

Comparable combination of graduate education and experience.

Understanding of the principles of administrative rule-making under the Administrative Procedures Act (RCW 34.05, Part III).

Knowledge of:

  • The adjudicative process under Washington's Administrative Procedure Act (RCW 34.05, Part IV).
  • The Washington State Legislative process
  • The Public Records Act.
  • General court structure at local, state and federal level. Ability to review and monitor pending court cases using the Judicial Information System (JIS).
  • Legal terminology in civil and criminal cases. Ability to:
  • Communicate effectively (under the supervision of an attorney) with agents, Assistant Attorney General, licensees' attorneys, licensees/applicants, and the public regarding cases, administrative processes, public records laws and agency rules. Must have strong oral communication skills.
  • Work independently to manage workload, procedural deadlines, analyze issues, and guidance based on knowledge of specific laws, rules, and policies, as well as past practices and decisions
  • Excellent written communication skills, including clear writing, proper grammar and punctuation.
  • Maintain databases, simple tables, and conduct searches using Access; proficient electronic mail and Internet skills; create and modify spreadsheets using Microsoft Excel; type 40 words per minute; proficient with Microsoft Word (including creation of tables, columns and charts).
  • Analyze factual information, and based on this information, determine whether the facts support the violations cited; ability to identify evidentiary weaknesses and anticipate the opposing party's arguments and defenses. Preferred/Desired Qualifications

  • Specialized knowledge of state gambling laws, Commission rules, the Public Records Act, the Administrative Procedures Act, the Regulatory Fairness Act, some criminal and seizure and forfeiture laws.
  • Experience with state agency rule-making under Washington State's Administrative Procedures Act
  • Experience in working with local, county, state or federal law enforcement officers/agencies.
  • Experience with the Washington State Legislature and the legislative process. Special Requirements/Conditions of Employment

Must pass criminal background investigation. Must be able to travel in-state with occasional overnight stay. Must possess a valid Washington driver's license and be able to drive a vehicle. Supplemental Information
