The Water Quality Program is currently looking to fill a Sand & Gravel NPDES Permit Manager (Hydrogeologist 2) (In-Training) position. This position will be located in our Southwest Regional Office (SWRO) in Lacey, WA.
The Sand & Gravel NPDES Permit Manager performs work under the technical direction of an Environmental Engineer 5. This position has the responsibility for comprehensive permit management of sand and gravel discharge permits in assigned watersheds and / or counties of the Southwest Region. Duties include conducting technical groundwater impact evaluations for the assigned geographic area (Pierce, Thurston, Grays Harbor, Mason, and Lewis Counties), and as a facility manager, administering state and federal water pollution laws, regulations, and permit programs for all assigned industrial facilities. Over 150 permits are currently administered.

The mission of the Water Quality Program is to protect and restore Washington's waters to sustain healthy watersheds and communities. Our work ensures that state waters support beneficial uses including recreational and business activities, supplies for clean drinking water, and the protection of fish, shellfish, wildlife, and public health.
Some of the key work activities of the Sand & Gravel NPDES Permit Manager positionat the *Hydrogeologist 2 level *include:
Sand & Gravel Permit Compliance, Technical Assistance and Administration:
- Determines hydrogeologic characteristics of permit sites and drainage basins.
- Provides professional implementation and enforcement of state laws and regulations.
- Assists and advises enforcement officer and supervisor on regulatory matters for those permittees out of compliance.
- Provides professional hydrologic review and analysis of water quality problems and data related to facility compliance with the Sand & Gravel Permit.
- Conducts scheduled and unplanned technical assistance site visits and compliance inspections for permitted and unpermitted facilities.
- Compliance status is documented in written technical assistance summary or inspection reports.
- Conducts technical geologic and/or hydrogeolic analysis.
- Determines groundwater flow direction and velocity, storage, recharge, and discharge.
- Reviews erosion control plans and other documents to determine compliance and acceptability.
- Conducts analysis and prepares written comments to recommend approve, conditionally approve, or reject permit submitted reports or other documents.
Sand & Gravel Permit Action:
- Reviews Sand and Gravel facility permit applications for coverage, notice of termination (NOT), and related documents to ensure they are accurate and complete.
- Identifies and notifies unpermitted sites of obligation to apply for and obtain coverage under permit.
- Provides professional hydrogeologic review and analysis of water quality problems at permitted Sand and Gravel facilities.
- Serves as a technical witness to the pollution control hearings board or court of jurisdiction during permit appeals and other litigation.
- Issues warning tickets in the field to resolve minor permit compliance problems.
- May be delegated to issue Penalty tickets in the field to resolve ongoing permit compliance problems.
Program Support and Professional Services:
- Meets industrial facility representatives or consultants to discuss permit and compliance issues.
- Represents Ecology as staff hydrogeologist and technical lead in all discussions involving permit requirements, compliance, and regulatory interpretation.

At the Hydrogeologist 1 Level: Pay Range 52 ($3721 - $4879) Monthly
A Bachelor's degree involving major study in hydrogeology, hydrology, geology or closely allied field AND one year of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession or one year as a Hydrogeologist Trainee.
A Master's degree with major study in hydrogeology, hydrology, geology or closely allied profession will substitute for the one year of experience.
At the Hydrogeologist 2 Level: Pay Range 58 ($4313 - $5657) Monthly (GOAL CLASSIFICATION)
A Bachelor's degree involving major study in hydrogeology, hydrology, geology or closely allied field ANDtwo years of professional experience as a hydrogeologist, hydrologist, geologist or closely allied profession or one year as a Hydrogeologist 1.
A Master's degree with major study in hydrogeology, hydrology, geology or closely allied field will substitute for the two years of experience.
- Demonstrated ability to understand and implement state and federal water pollution laws and regulations, permit programs, and policies.
- Demonstrated ability to effectively communicate through writing, speaking, and listening.
- Demonstrated ability to review and comment on complex technical documents and issues.
- Demonstrated ability to apply negotiation and conflict resolution skills.
- Demonstrated ability to communicate complex technical issues to the public.
