Los Angeles County Metropolitan Transportation Aut EXECUTIVE OFFICER, SUPPLY CHAIN/LOGISTICS in Los Angeles, California

Basic Function

Provides executive direction and leadership to Metro’s supply chain procurement activities; executes Board adopted policies through implementation of Agency wide procurement procedures while providing leadership direction to the Procurement or Materiel Management/Planning, and Logistics Units.

Example Of Duties

  • Execute agency-wide contracting authority as delegated by the Chief Executive Officer
  • Exercises full breadth of authority through contract formation, partnering, administration, and resolution of disputes and claims
  • Takes a leadership role with respect to performance and utilization of Metro’s procurement resources
  • Formulates and implements procurement standards, procedures, and guidance in accordance with local, state and federal requirements; manages the Metro Board Approved Procurement Policy and Procedures manual
  • Manages Procurement’s response to annual and ad hoc audit requests; implements audit recommendations, as appropriate
  • Recommends cost avoidance procurement methodologies to Project Managers and the CEO when appropriate
  • Oversees the execution of cost effective acquisitions for materiels and services; establishs long-term, strategic procurement agreements and maintains Investment Recovery programs
  • Establishes and oversees the maintenance of integrity, control and retirement of Metro’s inventory assets, as well as the oversight of inventory transactions affecting the general ledger, variance analysis and property tracking
  • Oversees the planning and forecasting of materiel requirements for Metro’s inventory assets to leverage cost reductions and strengthen supply reliability
  • Directs and oversees the logistices Central Warehouse, Logistics Bus Operations Support and Logistics Rail Operations support
  • Oversees and directs staffing policy direction, establishing goals, major priorities, and advising internal customers in the development of Supply Chain, Logistics, Materiel Planning and Inventory Control strategies and resolution of major problems
  • Establishes procedures to ensure Supply Chain, Logistics, Inventory Control, Materiel Planning and related administrative functions conform to policies, procedures, laws and regulations including controlling expenses within approved time and budgetary constraints
  • Develops and oversees policies and procedures for the management of all inventory activities including variance analysis, auditing, asset tracking and disposition of assets
  • Provides an effective and efficient interface on Supply Chain, Logistics, Inventory Control and Materiel Planning matters with Operations and other end users
  • Oversees and directs the operation of the Automated Storage/Retrieval System (ASRS) and M3 ERP System, including computer security and recovery capability
  • Develops and leads the implementation of goals, objectives, policies, procedures, work standards, and long and short range planning efforts for Supply Chain, Logistics, Materiel Planning and Inventory Control
  • Directs preparation and administration of the Materiel Management/Logistics department budget
  • Develops strategies for disposition of salvage and supply items to maximize return on investment, including inventory budget bus parts assets and capital assets inventories
  • Monitors developments related to assigned areas responsibility, evaluates their impact upon Metro operations and recommends and implements policy and procedural improvements
  • Advises management staff and the Board of Directors on Supply Chain, Logistics, Materiel Planning and Inventory Control activities and issues
  • Provides for continuous professional development training for all employees
  • Promotes positive human relations and open communications between all staff
  • Manages department including developing monitoring, and adhering to Metro’s policies/procedures, advocates and maintains safety rules, policies and procedures, budget and achieving units goals and objectives
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree - Business, Public Administration or other related field
  • 8 years of senior management-level experience in procurement, material management and logistics
  • Master’s degree in Business Administration, Public Administration or other related field desirable


  • Theories, principles, and practices of public procurement processes including inventory management techniques, concepts, and processes
  • Applicable local, state, and federal laws, rules and regulations pertaining to public procurement
  • Business computer user applications as applied to contract administration activities
  • Supply-chain management organization leadership techniques
  • Effective Project Management skills and techniques


  • Ensure key organizational goals, priorities, values and other issues are considered in making program decisions
  • Exercise leadership to implement and to ensure that Metro’s mission and strategic vision are reflected in the management of its people
  • Establish program/policy goals and the structure and processes necessary to implement Metro’s mission and strategic vision
  • Ensure that programs and policies are being implemented and adjusted as necessary, that the appropriate results are being achieved, and that a process for continually examining the quality of program activities is in place
  • Acquire and administer financial, material, and information resources to accomplish Metro’s mission, support program policy objectives, and promote strategic vision
  • Explain, advocate, and negotiate with individuals and groups internally and externally to develop an expansive professional network with other organizations and organizational units
  • Read, write, speak, and understand English
