L.A. Care Health Plan Manager, Sourcing and Procurement in Los Angeles, California

DUTIES: The Manager of Sourcing and Procurement will implement and support indirect procurement policies and procedures and drive the effort to create procurement awareness and cost conscious behavior throughout the organization. This position will be responsible for analyzing indirect category spend and vendor contracts assigned by Director, Contracting and Procurement; build opportunity assessments for vendor consolidation opportunities; and work with assigned internal stakeholders in conducting vendor selection and strategic sourcing projects. This includes taking the lead in RFP development, vendor negotiations, and contract management. The Manager of Sourcing and Procurement will work with the Director, Contracts and Procurement to analyze and implement solutions such as eProcurement and contract management in the effort to drive a efficient transactional P2P process in categories assigned by Director, Contracting and Procurement.


EDUCATION: *Required: *

Bachelor's Degree in Accounting, Finance, Business Administration, Engineering, Math or related field.

Preferred: MBA

*EXPERIENCE: * *Required: *

6 years in strategic sourcing, procurement, contract negotiations, using online procurement systems in spend analysis, eProcurement and contract management; with 4 years of progressive management experience as a mentor, lead, supervisor, or manager. Effective communications and presentation skills required. Experience in vendor negotiations and collaborating with internal and external resources to develop and execute sourcing strategies. Excellent organizational skills with the ability to manage multiple projects. Strong internal stakeholder management skills: capacity to listen, build trusting relationships in all levels of the organization, understand and capture stakeholder's needs and deliver effective solutions. Good understanding of procurement trends and best practices. Good knowledge of legal environment related to purchasing contracts and framework agreements. Experience with developing and implementing successful cost saving initiatives. Strong analytical and problem solving skills, with keen understanding of relevant cost drivers. Demonstrated ability to select, manage, develop and coach others. Excellent verbal and written communication skills.

Preferred: Experience in eSourcing technology and reverse auctions. Strong command of vendor performance management and contract administration. Experience with high-value, high-volume purchasing and contract negotiation experience across a range of services and commodities.
