Los Angeles County Metropolitan Transportation Aut SENIOR SAFETY SPECIALIST (CONSTRUCTION) in Los Angeles, California

Basic Function

Performs a variety of complex senior-level development, implementation, monitoring, evaluation, and investigation or audit work in the areas of construction safety to ensure contract compliant working conditions; verify compliance with contractual and applicable federal, state, and local safety requirements; and to prevent occupational injuries, hazards, and/or financial losses to Metro.

Example Of Duties

  • Oversees or performs contractual safety compliance reviews, audits, and testing on construction sites; reviews work practices, equipment, and safety devices
  • Investigates and reviews reports of injuries, property damage, unsafe work conditions or practices, and claims involving Metro construction contractors; determines root causes and recommends solutions
  • Makes performance based recommendations to construction contractors to correct non-compliant, unsafe conditions; orders the termination of any unsafe operations
  • Coordinates and conducts job site safety and hazard analysis including performing tests on noise ventilation, illumination, and air quality to determine contract compliance
  • Evaluates various contracts, requests for proposals (RFP), engineering drawings, contract submittals, and plans for future transit lines and capital projects for regulatory compliance, potential safety issues and liability exposure
  • Determines training needs; recommends, develops, and conducts training to a diverse group of Metro staff and Contract employees on various safety awareness, prevention, and investigation programs
  • Represents Metro in internal and external safety meetings and committees to provide comprehensive technical advice and assistance on applicable new laws and regulations to ensure the accuracy of accident/injury reporting
  • Prepares and presents complex technical reports to management on observations and recommendations for hazard control(s) and correction of non-compliant conditions
  • Acts as liaison with Metro departments, contractors/consultants, and various outside agencies including safety professionals to provide technical assistance and to ensure accurate incident/injury reporting and compliance with current applicable rules and regulations
  • Reviews and analyzes data relating to occupational injuries and illnesses; identifies trends and prepares recommendations based on findings
  • Formulates or participates in the formulation of departmental safety plans, policies and procedures, and ensures their implementation based on the proper application of required safety regulations or contractual requirements
  • Adheres to departments/units budget, goals, and schedules which complies with agency-wide fiscal responsibility
  • Provides leadership or work direction to staff
  • Complies with all of Metro’s safety rules, policies, and procedures
  • Maintains, supports, and promotes a safe work environment while complying with all of Metro’s safety rules, policies, and procedures

Requirements For Employment

  • Bachelor's degree - Occupational Health and Safety, Safety Engineering, Construction Management, or other related technical or scientific field
  • 5 years' experience in heavy civil construction with at least two of those years involving specific responsibilities for construction site safety
  • Construction Health and Safety Technician designation must be submitted prior to offer of employment
  • Experience as outlined above may be substituted for education on a year for year basis
  • Certified Safety Professional (CSP) or Associate Safety Professional (ASP) desirable
  • Valid California Class C driver license


  • Theories, principles, and practices of industrial and construction safety, engineering, fire/life safety, and risk management.
  • Applicable local, state, and federal laws, rules, and regulations governing construction projects, local building codes, including those promulgated by Cal. or US OSHA, and or local agencies having jurisdiction
  • Fire, injury, and noise control prevention techniques, equipment, principles, and practices Public and employee safety training and education


  • Perform investigation and reconstruction of safety-related incidents
  • Develop and implement safety program plans and procedures
  • Perform professional safety work related to construction and operations projects
  • Interact professionally with various levels of Metro management and employees, as well as representatives from external agencies
  • Identify and report job hazardous conditions as well as review and accept job hazard analysis
  • Analyze situations, identify problems, and recommend solutions
  • Analyze, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Communicate effectively orally and in writing
  • Compile and analyze complex data
  • Manage safety projects from conception to culmination
  • Exercise sound judgment in emergency situations
