DUTIES: The incumbent serves as the Chief for the Mental Health Service Line (MHSL) at the VA Medical Center (VAMC) in Manchester NH. The incumbent has final decision-making authority, responsibility, and accountability on all issues affecting the MHSL. He/She collaborates with all relevant managers and staff system-wide to ensure integrated goals and priorities for the MHSL are established and met. In addition, the incumbent will be responsible for ensuring effective operations for all areas covered by the Uniform Mental Health Services Handbook (inclusive of services for outpatient, residential, inpatient, community-based, homeless, substance abuse, seriously mentally ill, rehabilitation and recovery-oriented services, suicide prevention, gender and age specific services, specialized Post-Traumatic Stress Disorder, rural mental health, prevention and management of violence, and Military Sexual Trauma). Additional duties include:

  • Establishing organizational structure and guidelines, creating performance standards, work review and reporting requirements, and defining the lines of authority and supervisory control necessary to carrying out the mission of the MHSL.

  • Planning, developing, coordinating, directing, and evaluating a large, integrated mental health program for the VAMC.

  • Performing wider-range and higher-level management functions for the VAMC and VISN 1 through participation in planning and oversight boards, councils, and committees.

  • Developing and maintaining continuing programs in the area of professional peer review, organizational improvement, continuing education, scope of practice, clinical privileging and other quality improvement activities

  • Providing direct health care to clients within incumbent's area of expertise, on a limited basis.

  • Supervising and managing subordinate employees.

  • Assessing qualifications and abilities of current and prospective employees.

  • Conflict resolution.

  • Working collaboratively with other disciplines and supervisor.

  • Directing all activities of the MHSL, including Budget and Fiscal Management, HR Management, strategic planning, and program management and evaluation.

  • Serving as a member of a number of facility and VISN level committees.

  • Formulating policy and operating procedures ensuring compliance with VA regulations, statues and the standards of requirements of various internal and external reviews and accrediting bodies.

  • Maintaining close liaison with other VAMC managers and senior leadership.

  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Education/Experience Requirements:Master’s Degree in nursing or related field with a BSN from NLNAC or CCNE accredited program and 4-5 years’ experience OR a Doctoral degree (preferred) in nursing or related field and 3-4 years’ experience

*Grade Determinations: *Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows:

  • Practice: practice, ethics and resource utilization;
  • Professional Development: performance, education/career development;
  • Collaboration; collaboration, collegiality;
  • Scientific Inquiry: quality of care, research.
