Position Location: JFHQ-G1, Clay National Guard Center, Marietta, GA.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Indefinite, dual-status position which requires Georgia Army National Guard Membership. Position is indefinite; however, may convert to permanent without further competition. If a tenured applicant is selected, tenure will not change.

Job Summary: This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work areas: Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP); Montgomery G.I. Bill; MOS Medical Review Board (MMRB); Line of Duty (LOD) investigations; and Standard Installation and Division Personnel System


Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Human Resources Assistant (Military) functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.


The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Serves as a final reviewer of actions, which may include but are not limited to: accessions, promotions, transfers, boards, promotion eligibility; retirement eligibility; and actions that affect eligibility of educational or incentive benefits as well as
  • sensitive, complex cases, which involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status).
  • Performs complete review of records and other case documentation to ensure that they are procedurally correct, complete, and documentation is sufficient for action being taken and that all levels of legal, medical, and administrative review have been completed.
  • Researches and obtains all necessary relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended.
  • Provides support to maintain a variety of automated systems used to manage service members both locally and statewide.
  • Reviews transaction reports from previous days inputs for errors, corrects inaccurate data, and resubmits transaction for update to Defense Finance and Accounting Service (DFAS) and local databases.
  • Participates in unit Soldier Readiness Processing (SRP) for those units whose service members are being mobilized to active duty.
  • Provides counseling to service member on available benefits; accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Realtime Automated Personnel Identification System) information; and allows the service member to perform a general review of their record.

General Experience: Applicants must have administrative or clerical experience, education, or training which demonstrates the candidate’s ability to perform the duties of the position. Experience using computer and automation systems.

Specialized Experience: Applicants must have at least 9 months specialized experience that provided knowledge of general office work which may include but is not limited to: answering telephones, receiving and distributing mail and maintaining records. Experience following oral or written instructions to accomplish work. Experience establishing and retrieving files and information. Experience using common computer software designed for word processing.

Knowledge, Skills and Abilities (KSAs): Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • knowledge of the overall requirements, objectives, practices, and peculiarities of the assigned program area sufficient to advise lower graded personnel or lower echelons on assigned actions or cases.
  • Knowledge of military personnel administration and related policies, regulations, and procedures; ability to interpret and apply regulations and precedents to perform a complete review of records and case documentation; and ability to identify discrepancies and provide recommendations or alternatives to situation encountered.
  • Knowledge of requirements for proposed action to ensure that documentation is correct and sufficient and that all levels of legal, medical, and administrative review are complete.
  • Ability to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties.
  • Skill in compiling information and preparing reports.
  • Ability to plan and organize work.
  • Knowledge of military organizational structures, protocol, and similar matters.

Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must posses or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: *Once an applicant is selected and prior to being placed in the technician Human Resources Assistant (Military) position, the selectee must be assigned to any unit in the Georgia Army National Guard as an Enlisted member in MOS: 42A. *Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position. Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
