About the Agency

JOB DESCRIPTION: Model Makers study blueprints, imagery, and other intelligence sources to layout, fabricate, assemble, and finish scale models. They use computer aided design (CAD) software to create models of equipment, facilities, and compounds. They fabricate, assemble, and paint models using a variety of tools and machinery (e.g., woodworking, metalworking, 3-D printing, CNC milling, airbrushing, paint spraying).


ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) Office of Analytic Content Services has a unique opportunity for a Model Maker Specialist to work in Mclean, VA, as a physical model maker for ATCSM 3-Dimensional Model Production Facility. Duties include creating hardcopy 3-D facility and equipment models in support of the Intelligence and Department of Defense communities. As part of a small team, the applicant should possess strong communication and negotiation skills to interface with both teammates and customers, effective organizational and planning skills to manage the workflow, and advanced technical skills to handle and maintain the wide variety of Computer Numerically Controlled mills, lathes, drills, 3D printers, and other production-related equipment. Also required is the ability to work quickly and accurately, prioritize and handle multiple tasks simultaneously, and rapidly adapt to changing customer requirements. The candidate will work primarily within the ATCSM Model Shop Team framework and actively participate in daily/weekly technical meetings, reviews, and coordination with other NGA offices and acquisition organizations and NGA, DoD, and IC mission partners.

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

  1. Demonstrated experience using 3D Computer Aided Design (CAD) software; which includes AutoCAD, Inventor, Rhino, and Solid Works to create 3D models.
  2. Demonstrated experience in reading blue prints, schematics, drawings, and sketches and have the ability to articulate this information on a 3D physical model.
  3. Demonstrated experience using 2D design software such as Adobe Illustrator or Corel Draw.
  4. Demonstrated experience in using table saws, miter saws, routers, sanders, and band saws to cut, modify, or manipulate materials to gain results in making physical models.
  5. Demonstrated experience applying creative and analytic thinking to implement design ideas that communicate effectively through a 3D physical model.
  6. Demonstrated ability to using painting techniques to finish equipment and facility models.
  7. Demonstrated ability to use brass, wood, styrene, and other materials to hand fabricate materials that may be needed to finish models.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

  1. Demonstrated experience in using a laser engraving machine.
  2. Demonstrated experience in using a Computer Numerically Controlled (CNC) mill.
  3. Demonstrated experience in using soldering iron to fasten and craft parts.
  4. Demonstrated experience briefing at the senior management level.
  5. Demonstrated experience in using ARCGIS and Remote view to exploit imagery and ability to work on foundation maps.
  6. Demonstrated experience in reviewing Stereo Imagery.

SPECIAL REQUIREMENTS: You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Promotions may be conducted during the annual pay for performance process or throughout the year via the Assignment Opportunity Notices (AON). Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.
