The Department of Social and Health Services, Consolidated Maintenance & Operations at the Special Commitment Center is recruiting for a Construction & Maintenance Project Specialist that reports to McNeil Island in Steilacoom, WA.

The Special Commitment Center (SCC), operated by the Department of Social and Health Services (DSHS), provides a specialized mental health treatment program for sexual offenders who are detained and civilly committed by the superior courts as "sexually violent predators" following the completion of their prison sentences. The SCC operates a Total Confinement Facility (TCF) located on McNeil Island in the Puget Sound near Steilacoom, Washington, and two Secure Community Transition Facilities (SCTF), one located on McNeil Island (SCTF-P) and the other in South Seattle (SCTF-K).


Overall duties:

You will be responsible for maintenance needs for the SCC through the use of equipment and materials for relative regulatory compliance, preventative and corrective maintenance, programmatic and project efforts and services. While your main expertise will be heating, ventilation, air conditioning, and refrigeration (HVAC/R), you will also perform locksmith and general maintenance duties.


  • Perform regulatory compliance and preventative maintenance as warranted.
  • Ensure and maintain safety at all times.
  • Installation, maintenance, diagnosis, and repair of air handlers, air flow dampers, belts, sheaves, pulleys, and bearings.
  • Maintain and repair commercial refrigeration equipment used in air conditioning, ventilation, and chilled water system.
  • Inspect, maintain, and repair plumbing, heating, water, cooling, refrigeration, sewer, and fire suppression system.
  • Lay out, fabricate, and install mechanical, pneumatic, electrical, and electronic temperature and humidity controls for heating and ventilation systems.
  • Operate and maintain fluid and electronic testing and measuring instruments such as manometers, air flow and liquid flow meters, volt meters, ammeters ad potentiometers.
  • Utilize all appropriate tools and equipment to perform assigned duties safely such as drill presses, grinders, band saws, hand drills, testers, soldering funs, small hand tools, and specialized apparatus. Locksmith duties:
  • Perform regulatory compliance and preventative maintenance as warranted.
  • Ensure and maintain safety at all times.
  • Operate and repair KeyWatcher system.
  • Make hard keys and key rings as warranted.
  • Manage and maintain computerized master key control system/schedule for locks and keys.
  • Maintain and repair secure door locking mechanisms, fire doors, door closures, door hinges, and door jams. General Maintenance:
  • Perform regulatory compliance and preventative maintenance as warranted.
  • Repair and remodel building through framing walls, rafters, and roofs, taping, finishing, and painting interior sheet rock walls, installing countertops, and hanging doors.
  • Perform repair on mechanical equipment such as kitchen and laundry equipment.
  • Install, maintain, and repair pipes, valves, drains, basins, faucets, lavatories, gates, hydrants, and electrical and mechanical fixtures.

  • Qualifications

Who We're Interested In:

HVAC/R Journey-level standing as refrigeration mechanic or steamfitter as attested by: Completion of recognized apprenticeship in refrigeration or steamfitter trades; OR Full journey-level status in Plumbers and Pipefitters Union; OR Five (5) years of applicable experience in the refrigeration or steamfitter trades or a combination of the two. Vocational or trade school training as steamfitter or refrigeration mechanic will substitute year-for year, for work experience up to a maximum of two (2) years; OR Completion of a recognized apprenticeship program for heating, ventilation, and air conditioning.

Highly preferable experience: Locksmith: Three years work experience as a locksmith helper/trainee; equivalent education/experience will substitute for required experience except when there are legal requirements. If experience is lacking, must be able to accomplish locksmith duties within six months of hiring.

General Mechanical: Completion of a recognized apprenticeship in a skilled mechanic trade or one (1) year of experience as a journey-level worker in building and equipment maintenance, construction, or repair work. Equivalent education/experience will substitute for required experience except when there are legal requirements. If experience is lacking, must be able to accomplish general maintenance duties within six months of hiring.
