  • Prepares written management plans for individual grazing units; incorporates range survey information into stocking rates, recommends season of use and class of livestock as well as needed range improvements by permittees.

  • Provides technical direction in design, placement and installation of range improvements including water developments, range revegetation, fences, cattle guards and brush control.

  • Conducts forage utilization surveys and other studies and monitors range use to determine patterns of use, adequacy of management plans and compliance with management plans and permit stipulations.

  • Investigates reports of trespass and prepares written record of findings.

  • Prepares environmental assessments for range improvement projects and provides information on the effect on the range program of projects initiated by other offices.

  • Maintains permit files according to Records Management System guidelines, directives, and policies.

  • Submits reports and identifies issues of concern related to range units located within woodlands for inclusion in the environmental documents for logging units, prepared by the Forestry Program.

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, GS-0454 and the Individual Occupational Requirement (IOR) for Rangeland Management Series GS-0454)


A. Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: * *

  • Range Management-at least 18 semester hours of course work in range mangement, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements and ranch or rangeland planning.
  • Directly Related Plant, Animal and Soil Sciences-at least 15 semester hours of directly related courses in the plant, animal and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
  • Related Resources Management Studies-at least 9 semester hours of course work in related resource management subjects, inluding courses in such areas as wildlife mangement, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreration management.

B. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education.

ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:

GS-09: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-07 grade level in the Federal Service (obtained in either the public or private sector) assisting in developing and implementing resources and use plans; assisting in conducting field surveys; assist in providing guidance and direction to Indian landowners. These examples are not all inclusive (refer to the summary of duties for specialized experience) OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree (36 semester hours, 54 quarter hours or equivalent) in a field directly related to this position.

GS-07: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-05 grade level in the Federal Service (obtained in either the public or private sector) assisting in the administration of agricultural and grazing permits; rangeland vegetation inventory and monitoring; develop range management unit plans; and rangeland improvement projects and development. These examples are not all inclusive (refer to the summary of duties for specialized experience) OR1 year of successfully completed graduate-level education (18 semester hours, 27 quarter hours or equivalent)* or* superior academic achievement.

GS-05: Applicants who meet the basic requirement (IOR) for the GS-0454 series described above are fully qualified at the GS-5 grade level.

SUPERIOR ACADEMIC ACHIEVEMENT: Superior Academic Achievement (S.A.A.) must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society – membership in a freshman honor society cannot be used to meet the requirements of this provision.

FOREIGN EDUCATION: If you are using foreign education to meet qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education.

Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.
