Purpose of the Project Engineer Position

Responsible for leading the entire project, including initial scope development, customer contact, design team development, assistance with procurement process, monitoring of the construction implementation process, and final closeout of documentation. The Project Engineer follows the project from start to finish, monitoring the budget and schedule throughout the process.

Principal Duties/Responsibilities of the Position

The primary ongoing responsibility of the Project Engineer is the planning, engineering, implementation, and closeout of significant, site-wide Engineering Services Department (ESD) projects with varying budgets and staff at NASA’s John C. Stennis Space Center. This is achieved by:

  • Facilitating in the definition of project missions, goals, tasks, and resource requirements. This includes leading in the development and implementation of a broad, coordinated set of plans and programs to meet the goals and priorities of the ESD.

  • Following a defined, agreed upon methodology to lead the design, testing, planning, and implementation of complex projects for systems that support large rocket engine testing.

  • Managing cost-to-completion project budget and resource allocation, initiating corrective actions when necessary. This includes cultivating contacts with vendor requirement planners or developers to obtain information about future vendor developments in the functional area and to try to influence those developments in ways favorable to ESD.

  • Meeting project commitments, including communicating through oral and written reports that define plans, problems, and resolutions with existing and potential customers, stakeholders, and appropriate levels of management.

  • Advocating on behalf of clients and representing the clients’ needs as appropriate to senior management, and working to resolve or assist in the resolution of conflicts within and between projects or functional areas.

  • Developing methods to monitor project or area progress.

  • Ensuring project team and staff training and development, including mentoring, coaching, and establishing direction for team members.

  • Providing corrective supervision, if necessary.

The majority of time will be spend on project management responsibilities.

Education and Experience Requirements

  • Bachelor’s degree in a related Engineering field, such as architecture, mechanical, electrical, etc.

  • A minimum of five (5) years of experience managing varied, successful engineering projects.

Other Requirements

  • Must be a U.S. Citizen in order to obtain required NASA badge.

  • Must be able to provide a certified Birth Certificate (with state seal), Passport, or INS Citizenship documents on date of hire. (Candidate will be sent home is this paperwork is not provided upon arrival on date of hire.)

  • Must have the ability to communicate the English language, both verbally and written, in an effective manner.

  • Must have a valid driver’s license.

Special Knowledge and Skills Required

The Project Engineer should have:

  • Attention to detail in managing the day-to-day operational aspects of a project and its scope, including the review of deliverables to ensure project documents are complete, current, and stored properly.

  • Ability to work independently, but also to follow specific detailed instructions.

  • An understanding of the necessity to recognize who is “the client” and the importance of meeting the client’s needs. This includes providing realistic expectations, establishing specific customer satisfaction standards, and actively monitoring client satisfaction.

  • Strong communication and organizational skills, both in communicating with the client and in cultivating team dynamics, team building, and group motivation.

  • The ability to recognize problems or situations that are new or without clear precedent, evaluate alternates, and find solutions using a systematic, multi-step approach.

  • The ability to develop improvements and innovations to enhance project performance.

  • An outstanding grasp of information technology concepts and processes.

  • Thorough understanding of both theoretical and practical aspects of professional discipline.

  • Thorough understanding of Project Engineering management phases, techniques, and tools.

  • Strong and tested Project Engineering skills, including sponsor and risk management.

Physical Requirements

Dexterity to operate office and field equipment as required by this position.


Prior knowledge of NASA site, experienced with working on government installations preferred.
