Incumbent is assigned to the Veterans Affairs, NCHCS Mental Health program at Oakland, CA and functions as part of an interdisciplinary team. Social Work Services are carried out in full accordance with specific program goals and broad objectives of the VA health care system.

This position emphasizes screening, triaging and the disposition of patients to the appropriate level of care, and acts as liaison for the inpatient, outpatient, primary care and community agencies involved in the provision of care for the Veteran population. Responsibilities also encompass delivering direct services, support systems, administrative, consultative, and educational activities. Incumbent employs a full range of social treatment modalities with individuals, couples, families, and groups.

At the advanced practice level, incumbent performs specialized treatment of complex physical/medical and/or mental illness, and has specialized knowledge of practice related to substance abuse disorders. Incumbent incorporates complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice. Incumbent employs a high level of skill and expertise to establish and maintain effective therapeutic relationships with veterans and/or their families. Incumbent independently works with veterans and their families who are experiencing a wide range of complicated medical, psychiatric, emotional, behavioral, and psychosocial problems. Incumbent is seen as an expert and leader among peers in the psychosocial care of medically complex patients and frequently offers consultation to colleagues and students on the psychosocial treatment and care coordination of complex patients.

Duties and Responsibilities includes:

Works with Veterans, their families and interdisciplinary team members in the assessment, planning, implementation and evaluation of treatment needs related to Veterans that present in crisis with psychiatric disorders.

Assesses crisis situations, formulates crisis plans, provides crisis interventions and follow up intervention services, developing individualized treatment plans.

Responsible for reviewing all consults/referrals for Veterans requesting mental health services; determines the urgency of the request and Veteran states, and arranges an appointment for an evaluation, ensuring that the consults are responded to in a timely fashion.

Conducts biopsychosocial assessment and uses DSM-V to make clinical psychiatric diagnoses, develop and implement therapeutic interventions to bring about change in the patient, such as use of a variety of psychotherapeutic modalities or referral to a psychiatrist for prescription of appropriate medications.

The incumbent may supervise and participate in the training of Social Workers, Social Work Associates, volunteers, and students; participates as required and requested in orientation, training and staff development programs involving Social Work Services and the hospital.

Based on specialized knowledge of the human aging process, diagnoses dysfunction of a social or emotional nature and develops and implements a treatment approach to relieve symptoms of confusion, depression or family dysfunction.

Treatment for mental illness, behavioral maladaptation's and other problems of an emotional nature in which the social worker establishes a professional relationship with a patient for the purpose of removing, modifying or decreasing existing problems of disturbing patterns of behavior and promotes positive personality growth.

Understanding of group interactional dynamics to diagnose and treat behavioral maladaptation, mental illness, or problems of a social relationship nature.

Understanding of family interaction which includes marital, parent-child and child-child relationships to diagnose the dysfunctional aspects of the familial relationships and provide treatment in an effort to improve or resolve the identified problems.

Through knowledge of the effects of a variety of chemicals on the body and brain, diagnoses the input of this chemical dependence upon the social and emotional functioning of the patient and their family, and develops a therapeutic intervention to deal with any manifest dysfunction.

Participate in development of a treatment plan for each patient with whom major contact is expected, with measurable goals outlined, based on relevant psychological, medical and psychiatric information and principles of treatment matching.

Assist patients in the preparation of materials needed for applications to various agencies for entitlements. Serve as the clinic consultant for information on negotiating the complex processes patients encounter when interacting with government and community agencies.

Education - Must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website to verify if degree meets accreditation standards for a master of social work. TRANSCRIPTS REQUIRED

Licensure - Must have a current and active license or certification by a state to independently practice social work at the master's degree level.


SPECIALIZED EXPERIENCE FOR GS-12 LEVEL: Individuals assigned as a senior social worker must have experience that demonstrated possession of advanced practice skills and judgment. At least two years should be in an area of specialized social work practice. Specialized Experience: ability to provide independent and expert clinical psychosocial and case management services, increased depth and breadth of practice skills, expert in participating in the professional development of colleagues through mentorship and teaching, demonstrates leadership in developing and expanding professional intervention strategies, demonstrates leadership in defining and attending to professional practice issues, ability to expand the conceptual knowledge of social work, make independent professional decisions and recommendations, mastered a range of specialized interventions and provides consultation to colleagues, renders professional opinions based on experience and expertise, develops new models of psychosocial assessment or intervention, incorporates complex multiple causation in differential diagnosis and treatment, and utilizes outcome evaluations to further treatment.
