POSITION PROFILE Responsible for the overall operation of the Office of Trial Court Services and Judicial Education (Office) to effectively assist the judiciary in policy development, statewide planning, programmatic support, and providing education programs for judicial officers and other court officials at all levels. Responsible for management of policy analysis, planning and implementation of judicial projects, and programs and services for the Administrative Office of the Courts (AOC).
Reporting to the Director for the Judicial Services Division, this position is a member of the agency management team, providing input to the agency's responsibilities, influencing agency policies, and working to balance the agency's mission and goals with budgeted resources. It is responsible for managing professional staff and controlling assigned budget/resources for the Office. Decision-making is within general policy and broadly outlined parameters; decisions require interpretation and consideration of both tactical and strategic outcomes. The position interacts with executive leadership, agency management, all levels of AOC staff, judicial officers, administrators, staff, and Clerks; persons at all levels in the state executive and legislative branches; citizen groups, and representatives of local and federal government.
DUTIES AND RESPONSIBILITIES Plans, coordinates, and manages the services provided by the Office to judicial and management associations.
Supervises the Trial Court Services & Judicial Education staff. This includes hiring activities, performance management, coordinating and managing training, guiding, mentoring and motivating staff, and connecting the role of staff functions to the agency mission. Assigns work and ensures that standards and deadlines are understood. Regularly evaluates work to ensure alignment with standards and expectations.
Responsible for designing, planning, organizing, overseeing, and evaluating the delivery of high quality court education services for judicial officers and court personnel.
Manages the establishment and review of educational course schedules, curricula, and delivery methods.
Assesses and responds to court community educational needs and provides recommendations and implementation strategies for improving judicial education services.
Oversees the application of contemporary adult education theory and practice to curriculum development, course planning, and faculty development responsibilities and effective uses of technological education tools and audio/visual equipment.
Provides consultative assistance to judges and court managers, and provides leadership for cross-jurisdictional issues.
Plans and coordinates resources to support court programs and activities. Provides information on programs and activities through periodic status and progress reports.
Performs long and short term business planning and budgeting for the Office and related programs.
Recommends and implements improvements to court services and judicial education activities and processes.
Functions as lead for projects as directed.
Provides consultative assistance in the development of policies and procedures impacting court operations.
Considers court management research, court management development materials, and project source documents for statewide application.
Identifies opportunities for the dissemination of information regarding objectives for proposed programs to the judiciary and other stakeholders.
Organizes and directs the preparation of policy analysis of program issues; identifies and anticipates issues that must be addressed in program planning and legislative and budget activities; directs the preparation of position papers; and may represent the AOC at committee meetings and hearings.
Prepares reports to inform AOC leadership of project goals, objectives, and progress.
Performs other duties as assigned.

QUALIFICATIONS AND CREDENTIALS Bachelor degree in court administration, education, public administration, political science, or closely allied field; AND
- Seven years of progressively responsible experience in court administration, program development, or supervising and directing professionals, to include three years of general management and supervisory experience.
An advanced degree (e.g., J.D., M.A., Ed.D., Ph.D.,) may substitute for three years' experience.
