The Vocational Rehab Counselor 3 is a member of a multi-disciplinary vocational rehabilitation & independent living work team to provide comprehensive rehabilitation services to visually impaired and blind adults. The North Regional Team shares responsibility for customers in the following counties: King, Snohomish, Skagit, Whatcom, Island and San Juan. This position is primarily responsible is to serve as facilitator for determining and procuring rehabilitation services for a customer's successful independence or employment outcome.

  • Conduct all work in accordance with scope and values of state agency and federal guidelines; meet all timelines and provide accurate documentation set for all processes;

  • Communicate to customers and external customers the Agency's scope and mission, the vocational rehabilitation (VR) and independent living (IL) process, and the scope and impact of broader laws and regulations such as the Americans with Disability Act (ADA) and RSA guidelines;

  • Incorporate principles of customer "Informed Choice" in identification and provision of all customer services;

  • Counsel and guide customers throughout the rehabilitation process with respect to adjustment to blindness and issues related to secondary disabilities;

  • Identify & develop external and community resources;

  • Manage and monitor case flow at all stages of process for optimum rehabilitation services and outcomes;

  • Document all customer activities in an electronic customer management system database;

  • Demonstrate strong stewardship of public resources by always identifying the best, no cost or low cost and first dollar resources available in providing rehabilitation services;

  • Conduct extensive community outreach in order to ensure continuous supply of eligible referrals;

  • Conduct initial assessment interview to complete an application for services;

  • Explain VR and IL programs and processes, and gather information as to the applicant's referral source, disability, educational background, work history/motivation to work, family and social support, financial situation, adaptive skills, vocational goal, and attitude and acceptance of disability;

  • Secure and interpret medical and other documentations necessary to determine visual as well as other disabilities and eligibility for services;

  • Manage, collect and synthesize disparate elements of a Comprehensive Vocational Assessment to identify the customer's skill, experience, aptitude, interests and abilities towards selection of an appropriate vocational goal;

  • Identify areas in need of increased independence through self-report and observation;

  • Through synthesizing assessment data, develop a plan for services, identifying necessary services, timelines, progress measurements and responsibilities for the life of the plan;

  • Coordinate activities of the Orientation & Mobility Specialist, Rehabilitation Teacher, Assistive Technology, and Rehab Tech team members to provide planned services and work towards successful achievement of vocational or independence goal;

  • Manage coordination and contracting for services provided by external vendors and service providers;

  • Give guidance to the Rehabilitation Technician team members regarding their role in provision of direct services to participants;

  • Monitor the progress of the participant in completing the objectives and services of the active plan;

  • Review plans on an annual basis with the customer to ensure that satisfactory progress is being made and the needs of the participant are being met;

  • Facilitate the placement of the participants into competitive employment, with or without supports;

  • Act in central role facilitating among internal staff, customers and employers any job site assessment, recommendation or onsite services needed;

  • Provide follow up services to insure that a satisfactory relationship exists between the participant and employer and intervene when necessary to preserve the relationship needs of the employer and customer;

  • Conduct case closure verifying the stability of employment or independent living and determining future needs and possible post-employment services;

  • Provide basic orientation to DSB processes for staff;

  • Actively seek job shadow opportunities with DSB staff and debrief with peers and team lead;

  • Act as a staffing resource for peers facing complex customer issues throughout agency; and,

  • Participate in in-service and agency sponsored contracted training to develop new skills, staying current with the trends in the industry and the educational standards of the profession. This position is based in Seattle with extensive field work and travel, including occasional overnight stays. State vehicles are provided, however if a vehicle is unavailable, a personal vehicle or alternative transportation may be required to meet travel needs. The work schedule is 40 hours per week, 4-10 hour days (Monday-Thursday). Qualifications


A Master's degree in rehabilitation counseling;


Current certification as a Rehabilitation Counselor by the Commission on Rehabilitation Counselor Certification;


Four (4) years of paid experience as a vocational counselor or similar experience in vocational counseling, job placement, vocational assessment or other areas of rehabilitation counseling;


Four (4) years of experience as a Vocational Rehabilitation Counselor with the State of Washington;


Demonstrated skills and abilities in facilitating specialized vocational rehabilitation needs for blind, low vision or deaf blind caseload;


Knowledge of the Department of the Services for the Blind policies and procedures.
