The primary purpose of this position is to proactively provide valuable expert level legislative and regulatory perspective on key issues impacting the retirement plan services business both internally and externally to clients. The incumbent cultivates and manages key relationships with industry associations and external consultants in order to update key internal product, sales, service groups, and RPS clients of proposed and final legislative and regulatory changes. Liaises with Legal, Compliance and others to incorporate key legislative and regulatory information into action items. The incumbent will create value add client facing material including white papers, opinion letters, articles, videos, and webinars. Assists and participates in the sales process, particularly in prospects in excess of $500M. The incumbent is considered a subject matter expert on legislative and regulatory changes and will present TRP points of view at industry conferences.


Manages process to generate dialogue with key constituents/stakeholders. Liaises with Legal, Plan Compliance and others to incorporate key legislative and regulatory information into action items. Consults with key stakeholders regarding communication strategy and disseminates key information across RPS and their clients. Serve as a subject matter expert and maintains a dialogue with Legal and other SMPM professionals to ensure consistency of message and efficient use of resources. Creates business unit wide processes and manages projects to maximize operational efficiencies. Articulates risks and opportunities for RPS, given current legislative, regulatory, and competitive environment. The incumbent uses advanced skills to analyze new laws and regulations to determine impacts on RPS plans and lead discussions with RPS clients to influence the best strategy to implement changes for clients and impacted internal partners.

Cultivates and manages key relationships with industry associations and consultants. As a thought leader in the industry, the incumbent determines, facilitates, creates and delivers strategies through various mediums such as conferences, white papers, press releases, formal instruction to inform clients of regulatory changes. Determines implications of and develops strategies for legislative and/or regulatory changes on RPS products and services. Crafts and implements strategies to ensure that products and services offered by RPS are aligned with all relevant laws and industry service standards.

Projects - this role will maximize operational efficiencies and will develop project plans for appropriate items. Manages ad hoc projects and/or provides content as required for client requests. This position also participates in the development and implementation of business strategies, leads initiatives, and drives change to ensure the business is operating in the most effective and efficient manner as it relates to legislative and regulatory issues impacting the RPS business.

Uses advanced negotiation and communication skills in order to influence success in sales meetings by acting as key contact for RPS Sales prospect meeting presentations that position RPS as engaged in the legislative and regulatory process and a valuable resource for related intelligence.

  • Qualified 401(k) Administrator (QKA) designation from the American Society of Pension Professional and Actuaries (ASPPA) or equivalent professional designation

  • Broad knowledge of plan documentation and plan testing concepts and practices for 401k, profit sharing, 403(b), ESOP, Puerto Rico and 457 plans.

  • In depth knowledge of the laws and regulations affecting retirement plan designs and plan documents, including but not limited to ERISA, TRA 86 & 97, SBJPA/ GUST and EGTRRA.

  • College degree and 6 years of related work experience, or Associate degree and 8 years related work experience, or High School diploma/equivalent and 10 years related work experience


  • Bachelor’s degree with at least 10 years experience in compliance, legal, or investment related field

  • J.D.

  • Qualified Pension Administrator (QPA) and Certified Pension Consultant (CPC) designations from the American Society of Pension Professional and Actuaries (ASPPA)
