This vacancy announcement to recruit for a Physician to serve as Chief of Staff will be open for a period of six (6) months. The Michael J. Crescenz VA Medical Center of Philadelphia provides health care to Veterans living in America's fifth largest metropolitan area including the city of Philadelphia and six surrounding counties of Southeastern Pennsylvania and Southern New Jersey. We are part of VA Healthcare Network-VISN 4 and serves as an acute referral center for VA health care facilities in the Eastern portion of the VISN.

The Chief of Staff (COS) is fully responsible to the Medical Center Director for programs of patient care as well as the research and educational activities of the clinical services. Acts as full assistant to the medical Center Director and may act in place of the Director when designated. Collaborates with the Senior Executive Leadership Team in the planning, direction, coordination, and supervision of administrative activities inherent in the care of patients. Formulates, recommends and implements plans for a comprehensive program of medical care. Develops the requirements of staff, facilities, equipment and supplies needed to carry forward such an integrated program utilizing necessary reviews and controls. Analyzes and appraises the effectiveness of medical programs in meeting the needs of patient care across the organization. Develops and maintains current accepted management practices. Plans, organizes, directs, coordinates and controls medical, administrative and supportive operations of the medical center.

Serves as the chairperson of the Medical Staff chairing the Medical Executive Council and serving as the Director's designee in the efficient management of clinical and medical services to eligible Veterans and in the active maintenance of a medical credentialing and privileging and/or scope of practice system for licensed independent practitioners, physician assistants, clinical nurse specialists and certified registered nurse anesthetics, as well as credentialing of certain allied health practitioners per VA policy.


  • Develops and maintains currently accepted management practices throughout the clinical services of the medical center.

  • Develops and presents the budgetary requirements of the clinical services and assists in the formulation of the annual budget program.

  • Promotes the development of health care professionals through counseling, mentoring, teaching and encouraging


  • Works as part of the Executive Leadership Team to ensure that facility programs reflect the missions and priorities of VHA and VA.

  • Develops and maintains a good working relationship with affiliated medical schools and leads recruitment efforts for certified licensed professional staff, who are graduates of approved medical schools.

  • Participates in National, VISN, and local activities as assigned.

  • Directs the medical staff governance, by-laws, and credentialing and privileging.

  • Completes performance evaluations of assigned service line managers and clinical service Chiefs.

  • Directs and manages all administrative activities within services, including budget and fiscal management.

  • Responsible for the successful performance of his/her assigned areas, specifically with regard to customer satisfaction, quality of patient care services provided, accreditation compliance, and the efficient delivery of services.

  • Implements and manages Performance Improvement/QA and Performance Improvement programs.

  • Possess the knowledge and ability to respond effectively to the unique needs of patients of various age groups, gender, and ethnicities.

  • Establishes the organizational structure, lines of authority and supervisory controls essential to carrying out the mission of the medical center.

  • Maintains a close liaison with service/service line chiefs, subordinate supervisors, clinical managers, team leaders, and administrative/clinical staff.

  • Coordinates the development and implementation of the budgetary, position, and equipment management programs in clinical areas.

  • Serves on various committees, task forces, etc. within VA, VHA, the VISN or Medical Center, or the local community.

  • Provides active leadership and engagement with the clinical staff in order to manage non-VA care requests;

influence the downward trend for non-VA expenditures; and promotes outside care to the Choice Program, where feasible and appropriate.

  • Provides clinical leadership and facilitates clinical discussions in order to produce optimal clinical decisions at the

Daily Operations Meeting.

  • Designs and implements a structure and system for all clinical services to complete all medical documentation, including progress notes, consults, encounters, etc.

  • Provides active clinical leadership for developing and implementing a plan for the strategic direction.

  • Proactively identifies and manages problematic clinical access and electronic wait list issues in order to insure

high quality care.

  • Ensures clinical services have adequate clinical coverage.

  • Ensures mandatory training is completed within established time frames by all clinical services.

  • Primary point of contact to the University of Pennsylvania Medical School for all clinical, educational and

research matters.

  • Establishes objective criteria for the Physician and Dentist Pay for Performance Program to ensure distinctions

and meaningfulness of performance.

  • Schools of medicine holdingregular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.

  • Schools of osteopathic medicine approved by the American Osteopathic Association for the year the degree was granted.

  • Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e. Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.

  1. Must possess and maintain current, full, and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.

  2. Completion of a first-year residency, or its equivalent, approved by the Department of Veterans Affairs for the year in which it was completed.

  3. Preferred board certified in any specialty recognized by the American Board of Medical Specialties.

  4. Basic Life Support and Advanced Cardiovascular Life Support Certified.

  5. Meet the physical standards outlined in VA Directive and Handbook 5019. This will be evidenced by completion of a pre-employment physical.

  6. As this a direct patient care position, physician selected must be proficient in spoken and written English as required by 38 USC 7402(d) and 7407(d).

  7. Selective Service Registration is required for males born after 12/31/1959.
