The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

- Examine eyes, using observation, instruments, and pharmaceutical agents, to determine visual acuity and perception, focus and coordination and to diagnose diseases and other abnormalities such as glaucoma or color blindness, diabetes, etc
- Treat visual disorders through prescription of corrective lenses such as glasses, contact lenses, or low vision aids, vision therapy, and pharmacological means; Treats unusual visual disorders through application of advanced optometric techniques; Consults and Refers patients to other health care practitioner if additional medical treatment is necessary.
- Provide vision and eye care education and counseling to patients.
- Record all patient care examinations and procedures in health record.
- Develop and Monitor Facility Eye Care Budget. Supervise Optometrist, Health Technician and Interns.

- Travel, transportation, and relocation expenses will be paid primarily in the interest of the government and not in the interest of the selected employee. Employee will be required to sign a one-year service agreement. Failure to fulfill the one-year service agreement may require repayment of relocation expense allowances.

BASIC REQUIREMENT(S): Degree: Doctor of Optometry (O.D.) accredited by the Council on Optometric Education. Licensure: Current license to practice optometry in a State, the District of Columbia, or a territory is required, except for those research positions that do not entail patient care responsibilities. Applicants who meet the basic requirements qualify for the GS-9 grade level. Additional Requirements for Grades GS-11 and Above: For GS-11: One year of professional optometrist experience equivalent to at least GS-9 that demonstrated the ability to perform the work of the position to be filled. For example, for industrial optometrists, the applicant's experience must have demonstrated skill in developing or applying methods, procedures, or devices for protection of employees engaged in eye-hazardous work. To qualify based on specialized experience for GS-11 level, you must have one year of experience (equivalent to the GS-09) level that included duties such as: Assign work, rate performance, interview candidates, recommend selections, resolve complaints and grievances, recommend promotion and training, effect minor disciplinary actions. Interview (and secure or review case histories of) patients and conducting examinations. Analyze visual functions--far acuity, near acuity, field of vision, depth of perception, ocular coordination, and color perception. Use objective and subjective methods for the detection of evidence of ocular and systemic disease apparent in the eyes, medically managing ocular conditions and recommending the referral of cases for specialty medical care or other diagnosis. Perform refractions to assess the degree of hyperopia, myopia, astigmatism, presbyopia and other visual deficiencies requiring correction. Prescribe subnormal vision aids, contact and conventional lenses, and corrective eye exercises. Medically manage ocular conditions such as glaucoma, conjunctivitis, dry eye, blepharitis, and other ocular conditions and providing pre and post op care of cataracts surgery. For GS-12: One year of professional optometrist experience equivalent to at least GS-11 that demonstrated the ability to perform the work of the position to be filled. For example, for industrial optometrists, the applicant's experience must have demonstrated skill in administering an industrial optometry program in an industrial activity requiring the development of new methods, procedures, or devices for protection employees engaged in eye-hazardous work. To qualify based on specialized experience for GS-12 level, you must have one year of experience (equivalent to the GS-11) level that included duties such as: Assign work, rate performance, interview candidates, recommend selections, resolve complaints and grievances, recommend promotion and training, effect minor disciplinary actions. Develop and monitor the facility Eye Care budget. Devise and implement projects, programs and standards for investigation and control of particular eye hazards or vision problems. Participate in Medical Staff function, conferences and continuing education. Provide optometric services that require the application of advanced instrumentation, procedures, and techniques in the detection and correction of unusual visual deficiencies. Independently diagnoses all optometric and ocular problems through external and internal physical evaluation of the eye and surrounding tissues. Refer patients requiring complex medical surgery or services to the appropriate medical specialty. Provide vision and eye care education and counseling to patients. Take a complete history from the patient and/or family member to determine risk of eye disease (i.e. diabetes, hypertension, and glaucoma). Develop and provide Headstart, school vision, diabetic retinopathy and community wide "health fair" screening programs. Record all patient care examinations, assessment, procedures and care plans in appropriate health records in compliance with professional community standards and guidelines.
The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
