This position is located in High Desert District, Rawlins, WY. The Bureau of Land Management in Wyoming manages over 18 million surface acres of public land and an additional 23 million acres of federal mineral estate. These public lands are held in trust for the enjoyment of, and use by, the American people.

Physical Demands: Work is primarily sedentary in nature but will involve walking, bending, lifting, and carrying large files.

Work Environment: Work is performed in an open space cubicle office environment.


You will be responsible for reviewing and processing a full range of difficult and complex lands cases for accuracy and completeness. Perform a variety of independent case actions in all or several of the following areas: recreation and Public Purpose (R&PP;) conveyances and reconveyances, Color-of-Title applications, withdrawal applications, exchanges, acquisitions, land classification and disposition, occupancy and use, grants, and sales, leases and permits. You will prepare records notation requests, order appropriate mineral reports, and examine land records for conflicts with surveys, land title, segregation or land withdrawals. You will be responsible for issuing legally defensible decisions based on solid mineral leasing laws, regulations, precedent setting Interior Board of Land Appeal and court decisions. You will be responsible for recording solid mineral actions taken in a variety of computerized databases such as Legacy Rehost 2000 (LR2000), which includes Case Recordation and Bond and Surety platforms. You will examine master title plats to verify/validate legal land descriptions and ascertain Federal interest, and will be involved in a variety of post lease work such readjustments, relinquishments, assignments and bond reviews

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-07 for the GS-09) of the position to be filled.

To qualify for the GS-09 you must have 1 year of specialized experience equivalent to at least GS-07, OR 2 full years (36 semester hours) of graduate level education leading to a master`s degree or equivalent or LL.B or J.D., if related, in a directly related field such as surveying, cartography, land use law, real estate law, land appraising or land use planning, OR an equivalent combination of education and experience. Specialized experience for the GS-09 is defined as: Adjudication or examination of applications and claims for the disposal, use of, or title to public lands, issuance of leases, licenses, or permits for land or resources use, and resolving conflicts arising from use. General practice of law that included substantial involvement in examinations of titles or other legal transactions involving acquisition, lease, or disposal of land. Title searching, abstracting, or interpreting land records, survey plats, or tract indexes and books, provided the work demonstrated an understanding of the laws, regulations, and policies associated with land management programs. Work as a land appraiser that involved appraisal of undeveloped or marginal-type land. Experience in or directly related to examination or adjudication of cases involving laws and regulations dealing with lands and resources.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Applicants may qualify for this position based on experience, Graduate level education, or a combination of Experience and Education. Education must be directly related to the work of the position.

Education: Applicants can qualify based on graduate level education (including law school) that included or was supplemented by 12 semester hours of course work related to the administration of land laws. Examples include course work in land surveying, cartography, land use law, real estate law, land appraising, land use planning, water rights, mining laws, or legal instrument review and interpretation.

If using education to qualify, you will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.
