Human Rights Expert

PAE is currently seeking a Human Rights Expert to support the African Contingency Operations Training and Assistance (ACOTA) Program.


  • Instruct and supervise staff operations training for African Union (AU) peacekeeping personnel at the company, battalion and brigade level to prepare them for deployment to African Union, United Nations or Regional Peacekeeping Missions.

  • Train AU commanders and staff in Human Rights and application of basic freedom protection, effective human rights education and capacity building. Training will focus on Gender protection, family protection, the rights of children, rights of workers, health, education, culture and housing, in accordance with the Universal Declaration on Human Rights and International Human Rights Instruments.

  • Develop POIs, lesson plans, and training support packages for collective training programs.

  • Ensure all training scenarios are based on the most current information. Training will involve classroom instruction, Tabletop Exercises and Computer Assisted Exercises.


The Human Rights Expert requires a unique blend of skills, experience, and knowledge to accomplish the goals and tasks of the ACOTA Program. Successful candidates will possess:

  • Bachelor’s degree or higher in law, political science, international relations or social sciences, ideally with a specialization in human rights;

  • A minimum of 5 years military operations and training experience (or civilian equivalent) is required;

  • Expert level knowledge in human rights standards as set forth by two or more of the following: UN, US, NATO, AU;

  • Experience Developing POIs, lesson plans, and training support packages is required;

  • Prior experience in working with AU and/or UN Peacekeeping Missions strongly preferred;

  • Excellent oral and written communication skills in English; knowledge of French would be highly desirable; knowledge of other West African working languages would be an asset;

  • Ability and willingness to deploy to the field, sometimes on short notice, for different types of training missions;

  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;

  • Ability and willingness to work as a member of a team, tact in dealing with people of different cultural and religious backgrounds and diverse political views, maintaining impartiality and objectivity;

  • Willingness and ability to live and work in remote and austere field environments is required;

  • Ability to pass a pre-employment screening process to include background check and drug screen is required.
