IT - Program Manager

Job Summary:

The Sponsor is in need of an experienced Program Manager to provide support to the Sponsor on current and emerging advanced analytic capability development. The candidate will support a team of world-class experts who are responsible for identifying analytic tools, techniques, methods and algorithms to meet the needs of customers who use multiple mission-critical flagship systems. The successful candidate will be expected to serve as a thought leader in Sponsor’s organization. As manager of this team, candidate is expected to use analytic and communication skills to clearly convey complex data both verbally and in writing between team experts, customers, and managers, making well-reasoned recommendations from the team as appropriate. The candidate will manage the evaluation of search and discovery tools/techniques; capabilities of interest will be prototyped, evaluated by customers, and if assessed to be potentially valuable to customers, transitioned to partnering projects to develop or integrate into production systems. The candidate is expected to manage all aspects of these projects, especially in requirement formulation and high-level design plans for implementing and maintaining a fast-paced innovation and technology exploration process/network. The Sponsor is the focal point for application of advanced analytic capabilities to big data environments, with far-reaching analytic impact. The candidate will also support a research and development environment for devising and testing emerging advanced analytic related technologies.

Job Description:

  1. Demonstrated on-the-job Program Management experience with software development life-cycle.

  2. Demonstrated on-the-job experience managing agile teams using test-driven development.

  3. Demonstrated on-the-job experience working with advanced analytic tools, techniques, and technologies; demonstrated experience in advanced analytic capability selection, analysis and evaluation, and implementation to solve real-world problems.

  4. Demonstrated on-the-job experience analyzing and communicating complex information to customer and management audiences, including making well-reasoned recommendations.

  5. Demonstrated on-the-job experience managing high-performance software and data processing teams with a strong technical background.

  6. Demonstrated on-the-job experience planning moderately complex projects, defining and meeting objectives, estimating resource needs, developing and managing schedules, developing contingencies and managing risk.

  7. Demonstrated on-the-job experience identifying, organizing and structuring solutions to resolve moderately complex computer/systems engineering problems; to include collaborating and coordinating with multiple project teams to implement enterprise solutions.

  8. Demonstrated on-the-job experience in the development of analytic technology road-maps based on a set of overarching mission needs.
