SC Department of Public Safety Benefits Counselor I in Richland County, South Carolina
Reviews and processes all forms related to insurance, retirement, disability, death claims and payroll changes. Meets deadlines as imposed by the Public Employee Benefit Authority (PEBA) Insurance Benefits, Employee Insurance Program (EIP), SC Retirement Systems and payroll. Monitors and verifies insurance changes sent to EIP to ensure changes are processed. Processes payroll deductions and address changes by entering information in SCEIS payroll system. Runs retirement estimates and prints retirement statements for employees.
Counsels employees concerning insurance, benefits, retirement, payroll deductions, death benefits, LWOP, state service purchases, deferred comp and other related benefits available to employees. Responds to employees' questions through written and/or verbal communications in order to inform employees of their options. Assists employees with the completion of forms necessary for insurance changes, retirement, and payroll.
Conducts new employee orientation for permanent and temporary employees. Ensures that new employees are informed of available benefits options. Ensures that I-9 forms are completed correctly on date of hire and information from I-9's are entered in E-Verify within the required deadline. Completes numerous forms as required for new employees. Prepares and maintains new hire orientation packets on hand for new employees.
Processes paperwork for all employees who separate from employment due to retirement, resignation, termination, and employees who enter the TERI retirement program. This includes terminating active insurance benefits and providing forms and information to employees for retiree benefits that are available at retirement. Assures federally mandated COBRA rights are offered correctly to employees.
Assists with balancing monthly Insurance Reconciliation Report from PEBA. Researches and makes necessary adjustments to clear any premium discrepancies.
Works as a team with the Benefits Staff to schedule and coordinate Health and Wellness events for the Agency.
Assists in other areas of benefits to include the process for employees going on military orders and/or LWOP status. Ensures that LWOP Forms are completed in accordance to PEBA's rules. Monitors employees' insurance premiums and sends out monthly bills for premiums owed while on LWOP status.
Assists with monitoring and measuring temporary employees work hours to ensure that the Agency is in compliance with the Affordable Care Act. Ensures that insurance coverage is offered to employees who meet the eligibility requirements for insurance coverage. Minimum and Additional Requirements: A bachelor's degree and work experience related to the area of employment. The individual must have acquired the ability to read and understand, process or investigate benefits information.
Preferred Qualifications: Considerable knowledge of principles and practices of human resources. Knowledge of rules and regulations of PEBA Insurance Benefits and PEBA SC Retirement Systems. Ability to maintain effective working relationships.
