SC Department of Public Safety Human Resources Manager II in Richland County, South Carolina

This position serves at the level of Division Director in the Office of Human Resources and supervises multiple programs to include Benefits, FMLA, Accommodations, Job Postings and Worker's Compensation. Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement. Supervises a comprehensive benefits program for the agency including: health insurance, life insurance, retirement benefits, dental insurance, deferred compensation programs, MoneyPlus, TERI Program, Worker's Compensation and disability programs. Manages and conducts employee benefits enrollment and counseling. Coordinates and implements a Benefits Fair for the agency showcasing potential vendors with products that may benefit our employees. Keeps managers abreast of issues, new developments and recommends solutions related to benefits. Performs reconciliations of employee benefits accounts ensuring proper and timely premiums are deducted with necessary corrections; assist in the completion of monthly reconciliation report. Manages the worker's compensation program for the agency. Manages employee onboarding. Manages the job postings and applicant qualification process for the agency using the state's NEOGOV system. Responsible for the coordination and administration of the Family Medical Leave Act (FMLA). Ensures the process is performed in accordance with best practices standards through appropriate documentation and timeliness in the preparation of letters, administering of applicable forms and proper notification to employees and supervisors. Develops and maintains written standard operating procedures as well as training and information materials for employees and supervisors. Maintains data for HR metric reporting. Responsible for the coordination and administration of the medical accommodation process. Facilitates interactive accommodation process to ensure fairness and consistency. Minimum and Additional Requirements:

A bachelor's degree and five (5) years of experience in human resources management programs such as benefits, classification and compensation, and three (3) years supervisory experience in a HR setting. All degrees must be from a college or higher education institution recognized by the U.S. Department of Education and Council for Higher Education Accreditation (CHEA); Official transcripts may be required upon request; This position manages multiple human resources programs within the Office of Human Resources.

Preferred Qualifications:

Knowledge of principles and practices of human resources management; knowledge of policies and procedures of the assigned program area(s) and of agency policies and procedures; knowledge of federal and state regulations affecting human resources management; ability to problem solve, work independently and accomplish goals and objectives with expediency and accuracy with little or no lead time. Employee must be able to maintain confidentiality and establish and maintain effective working relationships; ability to analyze needs and resources, ability to exercise judgement and discretion in applying and interpreting a variety of policies and procedures. Experience working with the Microsoft Office Software suite of products with a focus on Excel and Word.
