SC Department of Public Safety Human Resources Manager II in Richland County, South Carolina
This position serves at the level of Division Director in the Office of Human Resources and supervises Time and Leave, Employee Records, and accurate data entry into SCEIS. Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement. Directs and coordinates complex leave issues that involve annual and sick leave, leave without pay, and FMLA protection. Develops and recommends policies and procedures for the program areas. Explains and interprets policies and procedures regarding the leave program. Manages the data entry function for the Department. Manages the HR files to ensure correct documents are kept in employee files. Responsible for purging, updating and scanning terminated files on a regular basis. Maintains accurate transaction records, reporting, logs, and other relevant information and responds to audits and other requests for information in a timely manner. Conducts special studies and projects relevant to current Department activities. Acts as the team leader in coordinating Human Resources response(s) to various audits. Manages and reports HR related data. Serves as a knowledgeable resource in developing and offering creative solutions to issues that arise; Makes proactive recommendations, troubleshoots and expedites actions related to Human Resources when called upon by supervisors, employees, the HR Director, and executive management staff. Other duties as required.
Minimum and Additional Requirements:
A bachelor's degree and three (3) years of experience in human resources management programs such as time and leave and two (2) years supervisory experience in a HR setting. All degrees must be from a college or higher education institution recognized by the U.S. Department of Education and Council for Higher Education Accreditation (CHEA); Official transcripts may be required upon request; Experience working in SAP HR/Payroll modules.
Must have and maintain a valid driver's license.
Additional Rquirements: Occasional overnight travel may be required. Overtime and /or weekend work. Sitting or standing for long periods of time. Lifting requirement 20 lbs.
Knowledge of principles and practices of human resources management; knowledge of policies and procedures of the assigned program area(s) and of agency policies and procedures; knowledge of federal and state regulations affecting human resources management; ability to problem solve, work independently and accomplish goals and objectives with expediency and accuracy with little or no lead time. Employee must be able to maintain confidentiality and establish and maintain effective working relationships; ability to exercise judgement and discretion in applying and interpreting a variety of policies and procedures. Experience working with the Microsoft Office Software suite of products with a focus on Excel and Word.
