ORGANIZATIONAL LOCATION: Department of Health & Human Services (HHS), Indian Health Services (IHS), Northern Plains Region, Great Plains Area, Dental Department, Rosebud*, South Dakota. * Position reports to the Chief Dental Officer.

Clinical Dental Hygiene Duties-50%
- Perform oral healthcare and risk assessments that include the review of patients' health history, taking and recording blood pressure, taking and recording blood glucose, taking and recording rapid HIV test, dental and periodontal charting, oral cancer screening and evaluation of oral disease/health.
Develop a dental hygiene diagnosis (as a component of the dental diagnosis) based on the oral health findings. Community Component-45%
Ascertains the oral health status of the service unit community regarding periodontal and other oral conditions using a variety of community assessment, screening and other information gathering methods.
Serves as the principle advisor within the service unit for dental health promotion and disese prevention activities. Dental Program Duties-5%
Regularly attends clinic and dental staff meetings to make improvements in the oral hygiene program
- Participates/conducts chart reviews/competencies.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. BASIC REQUIREMENT(S): Licensure: Applicants for all grade levels and specializations must be currently licensed to practice as dental hygienists in a State or territory of the United States or the District of Columbia. NOTE: Public Law 97-35 requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75. Essentially, they must (l) have successfully completed an educational program that meets or exceeds the standards described in that regulation, and is accredited by an organization recognized by the Department of Education, and (2) be certified as radiographers in their field. The following meet these requirements: (l) Persons employed by the Federal Government as radiologic personnel prior to the effective date of the regulation (January 13, 1986) who show evidence of current or fully satisfactory performance or certification of such from a licensed practitioner such as a doctor of medicine, osteopathy, dentistry, podiatry, or chiropractic who prescribes radiologic procedures to others. (2) Persons first employed by the Federal Government as radiologic personnel after the effective date of the regulation who (a) received training from institutions in a State or foreign jurisdiction that did not accredit training in that particular field at the time of graduation, or (b) practiced in a State or foreign jurisdiction that did not license that particular field or did not allow special eligibility to take a licensure examination for those who did not graduate from an accredited educational program, provided that such persons show evidence of training, experience, and competence as determined by OPM or the employing agency. The following shows the amounts of education and/or experience required to qualify for positions covered by this standard. GS-7:1 year of experience equivalent to at least the GS-6 level GS-8:1 year of experience equivalent to at least the GS-7 level Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. Evaluation of Education: The academic curriculum in dental hygiene must have been accredited by the Commission on Dental Accreditation, American Dental Association. Evaluation of Specialized Experience: Qualifying experience for clinical dental hygienists includes experience in performing oral prophylactic care and in providing oral health educational services to patients. Additionally, at the higher grade levels, qualifying experience includes (1) performing advanced oral prophylactic, therapeutic, and preventive procedures in cases of periodontal diseases or inflammation or on patients with other medical or dental problems, (2) placing temporary fillings, and (3) finishing amalgam restorations. Applicants for positions involving the use of X-rays must have had experience in taking and interpreting X-rays. Specialized Experience for the GS-7 grade level is, but not limited to, work involving performing duties which require performing advanced prophylactic and preventive dental procedures in the treatment of patients with related medical and dental problems; completes preliminary dental examinations on new dental service patients, reviews patient's medical and dental history for evidences of past and present conditions such as medical illnesses and use of drugs which may complicate or alter dental hygiene treatment, examines the teeth and surrounding tissues for evidences of plaque and periodontal disease and charts findings, interprets routine x-rays to identify tooth structures, calculus and abnormalities, performs a complete oral prophylaxis on ambulatory and nonambulatory patients, performs deep subgingival scaling, root planning and curettage under local anesthesia, polishes the teeth and applies stannous fluoride for hypersensitivity and caries prevention. Gives home care instructions to patients after curettage. In postoperative care of oral surgery and periodontal surgery patients, performs suture removal, changes dressings, applies topical anesthetics and provides home care instructions. Instructs patients at chairside in oral hygiene, brushing and flossing techniques and periodontal aids, plans and adapts instructions in home care techniques, exposes, develops and processes radiographs on patients. Specialized Experience for the GS-8 grade level is,but not limited to, work involving the same experience at the GS-7, in addition to work involving planning, coordinating, conducting and evaluating preventive oral health programs for various patient groups, i.e, pediatric, diabetic, cancer, psychiatric, geriatric, alcoholic and physically handicapped patients; Develops and revises oral health instructional materials and education techniques for various levels of the mental and physical capabilities of each patient group; provides dental hygiene services to community bases programs through lectures, demonstrations and instructions; occasionally may supervise dental assistants for the sealants program and other clinical prevention projects;
Time-In-Grade Requirements:* Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).*
