VA Northern California Health Care System (VANCHCS) is seeking a CHIEF OF PRIMARY CARE SERVICE to join the Chief of Staff and the Executive Leadership team in leading the Health Care System in fulfilling its mission as a Primary Care Center of Excellence.
The Chief will be expected to provide leadership and direction for the primary care providers, other clinical care providers, clinical leaders and administrative support staff in Primary Care throughout VANCHCS. The Chief is responsible for planning, developing, implementing, managing, and refining a comprehensive patient management, clinical support, and administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal, and administrative requirements relating to the care and treatment of outpatients to achieve maximum utilization of patient care resources in a cost-effective, efficient, and timely manner.
The Chief of Primary Care oversees all Primary Care operations at all VANCHCS clinics: Sacramento (Mather), McClellan, Martinez, Redding, Chico, Yuba City, Mare Island, Fairfield, Oakland, Yreka, and a future site at Alameda Pointe. The Chief is responsible for promoting PACT principles, monitoring completion of performance measures, completing OPPE/FPPE for credentialed staff, monitoring and addressing patient satisfaction scores, and conducting strategic planning for each site.
The Chief of Primary Care reports directly to the Chief of Staff, and supervises the Nurse lead for Primary Care, Administrative lead for Primary Care, and Administrative Officer for Primary Care. The Chief will be expected to work closely with primary care clinical leadership at each VANCHCS site and collaborate with other clinical and administrative leadership.
The Chief will serve as a representative on MEC, Peer Review, PACT steering committee, Professional Standards Board, Leadership Forum, and relevant VISN committees.
The Chief is expected to manage a personal panel of patients commensurate with clinical time allocation negotiated with the Chief of Staff.
The Chief also works closely with QM and is expected to support and be actively involved in systems redesign initiatives, to meet or exceed Joint Commission requirements, and to actively work on the establishment on policies and procedures.
Work Schedule:Monday - Friday, 40 hour work week
Drug Testing: This is a test designated position. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. - Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine.
- Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Preferred Experience: It is preferred that the candidate have clinical and administrative experience in Primary Care.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
