The position will provide leadership and direction for the Medical Service staff and its programs, to include, acute inpatient care in the Acute Telemetry Unit (ACT), Specialty Clinics, Urgent Care Clinic, Compensation and Pension Program and the Employee Health Program at the Aleda E Lutz VA Medical Center in Saginaw, MI. The incumbent must possess clinical knowledge that provides the ability to manage these programs and provide direct supervision to Clinical Providers, including Physicians, Nurse Practitioners and Physician Assistants, specifically with regard to customer satisfaction, quality of services provided, and efficiency of service delivery. The candidate will be responsible for the oversight of various specialty care clinics to include, but not limited to: Cardiology, Nephrology, Infectious Diseases, Pulmonology, and Neurology. The Chief, Medical Service, is responsible for planning, organizing, developing, implementing, controlling, and refining a comprehensive patient management/clinical support/administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal and administrative requirements relating to the care and treatment of patients to achieve maximum utilization of patient care resources in a cost-effective, efficient, and timely manner. Broad clinical and administrative expertise is required in order to coordinate Veteran care in collaboration with the Medical Center Clinical Service Chiefs, Quality Management, Nursing Administration and with other VA and non-VA entities within and outside the Veteran Integrated Service Network (VISN). Duties of this position include, but are not limited to:

  • Incumbent is responsible for implementing Veteran Health Administration (VHA) Handbooks, rules, directives, policies and regulations governing a broad range of administrative aspects of the medical center. In order to affect the policies, incumbent must have skills in management theory, cost-benefit analysis, and statistical analysis. The incumbent will be committed to supporting Patient Centered Care, to include the Patient Aligned Care Team model. Integral to this role is the active engagement in quality improvement initiatives and the development of action plans that lead to process improvement and various systems redesign.

  • The Chief, Medical Service is responsible for staffing of all pertinent clinical areas during non- administrative hours with a Hospitalist staffing model in order to ensure 24/7 physician coverage of the facility, including emergency coverage.

  • The Aleda E. Lutz VAMC holds an academic affiliation with Central Michigan University College of Medicine. The incumbent is expected to serve on the Academic Affiliation and Medical School Affiliation committees as a liaison for the academic faculty with the affiliated Internal Medicine Residency Program. Familiarity with the Accreditation Council of Graduate Medical Education (ACME) and Liaison Committee on Medical Education (LCME) standards and ongoing participation in meetings and correspondences with VISN and the Office of Academic Affiliations (CAA) is a requirement for this position. The candidate will work in conjunction with the Designated Learning Official and the sponsoring institution Designated institutional Official and respective Program Directors.

  • Incumbent will participate as a member, lead or champion of process improvement teams, leadership committees such as Medical Staff Executive Committee, Patient Aligned Care Team Committees, Clinical Executive Board, Quality Executive Board, Professional Standards Board, Peer Review Committee, etc. He/she is tasked with providing active leadership and decision-making for the organization, is responsible for strategic planning, the budget process, and performance improvement initiatives.

Basic Requirements:

a. *Citizenship*. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

b. *Education*. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are:

(1) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.

(2) Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted.

(3) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.

(4) For residents, graduation from an approved medical school as described above is required except as provided in M-8, part II, chapter 1.

c. *Licensure and Registration.*

d. *English Language Proficiency.* Physicians, including residents, appointed to direct patient-care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
