MEMBERSHIP IN THE NATIONAL GUARD IS REQUIRED: This is an Excepted Service position that requires membership in the Oregon National Guard as a condition of employment. Selectee will be required to wear the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Unit of military assignment is any supporting unit of JFHQ. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Acceptance of a permanent or indefinite position with the Oregon National Guard will cause termination from any Guard Recruitment Bonus or Guard paid student loan. INTRODUCTORY: This position serves as the chief of an information management division/branch. The organization provides support for the assigned portion of the command, control, communications and computers (C4) program. Responsibilities include: Desktop Support Functions, Records Management, Publications Management, Postal Operations, Freedom of Information Act requests, Print Shop activities, and Multi-Function Device inventory. Each applicant should describe in detail their level of experience with each area of discipline.MAJOR DUTIES:
Plans, organizes, and directs the activities of the organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate division/branch and overall C4 program objectives. Researches, interprets, analyzes and applies applicable C4 guidelines, policies and objectives.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
Represents the organization with a variety of state and functional area organizations. Establishes, develops, and maintains effective working relationships with National Guard Bureau and state personnel at all management levels. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Provides or ensures that subordinates provide customer guidance and training. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals.

METHOD OF EVALUATING QUALIFICATIONS:
This series covers two-grade intervals that manage, supervise, lead, administer, develop, deliver, and support information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods; e.g., data storage, software applications, networking. Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
Applicants applying at the GS-12 level must have 36 months of general and specialized experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
