Title: Payroll Analyst III

Position Summary:

Processes U.S. and foreign payrolls for key segment of Company. Ensures payroll reporting and payments are compliant with company policy, generally accepted accounting principles, and federal, state and appropriate revenue regulations. Performs system administration for online time and expense reporting systems. Works under limited supervision. Provides direction and training to lower level employees.

Essential Functions:

  • Performs end to end payroll and timekeeping process across multiple states, and jurisdictions. Performs the entire payroll process including reviewing, validating and reconciling payroll data from time sheets and other source data to ensure accurate payroll records.

  • Ensures overtime is recorded and paid correctly and employees are reporting time in compliance with various local, state and federal rules.

  • Analyzes, audits, reconciles and resolves complex payroll and timekeeping processing and employee payroll issues to ensure smooth payroll and labor processing and to ensure compliance with company policy, generally accepted accounting principles, and federal, state and appropriate revenue regulations.

  • Performs payroll and timekeeping process for foreign (non-U.S.) employees and expats. Ensures compliance with foreign wage and hour and reporting regulations. Coordinates with foreign payroll vendors to set up and run tax equalization and shadow payroll as needed. Complies with WPS (Wage Protection System) in Middle East countries.

  • Researches and interprets federal and state regulatory requirements and resolves tax, withholding, garnishment, and wage/hour issues for payroll processing. Responds to auditing and regulatory inquiries. Researches and interprets foreign country requirements and adapts payroll processes to ensure compliance as needed.

  • Audits payroll reports and prepares journal entries to record payroll and 401k transactions; reconciles and prepares 401(k) reports and quarterly match.

  • Reviews and reconciles insurance reports and self-billed employee benefits payments.

  • Performs system administration for payroll systems, defines and sets up all earnings, deductions, benefits, garnishments, calculations, etc. Implements and sets up new company codes as required. Determines appropriate statutory requirements for set up.

  • Performs system administration for online time and expense reporting system, including review, valdidation and corrections of project assignments, labor charging, corrections, and reporting.

  • Resolves issues encountered during weekly timesheet processing and posts to General Ledger. Creates and reviews complex ad hoc payroll reports and queries to identify problems or errors and resolve as needed.

  • Resolves employee and system issues and interfaces with Human Resources on all payroll-related issues. Responds to complex employee inquiries related to payroll and expense report transactions that require detailed explanation or interpretation using extensive knowledge of established guidelines, policies, and procedures.

  • Develops and monitors payroll processes and reconciliations for payroll department.

  • Interprets policies for Time Charging, Labor Corrections and Floor Checks as needed. Conducts Floor Checks, documents and provides feedback and corrective action recommendations.

  • Acts as mentor and provides leadership to less experienced staff. May act as back-up to Payroll Manager.

  • Performs other duties as assigned.

Typical Education and/or Experience Qualifications:

A bachelor's degree and typically 7 or more years' related work experience or an Associate’s degree and 10 or more years' or an equivalent combination of education and experience.

Preferred Experience:

  • Experience working with Service Contract Act.
