Because of the nature of the support required by Navy, it is highly desirable for the long term success of the requirement and to the continuity of operations that the project leads representatives have related operational experience, and 5 or more years Navy or equivalent experience working with or in development of the following:
Navy deployment and / or training scheduling
Navy Operational Readiness
Naval Aviation Training, Readiness
Naval Aviation Training Program development and implementation
Joint and Service Planning and Operational Concepts
Mission Capability Package (MCP)s, Operations Plans (OPLANS), Contingency Plans (CONPLANS),
DoD-approved Scenarios and Joint Combat Operations
Training Requirements and Objectives
Navy Undergraduate Flight Training concepts and processes
Modeling and Simulation
Strategy and Risk Assessment
Joint Planning Guidance
National Security Strategy and National Military Strategy
Principle Duties & Responsibilities:
The project managers are responsible for the flow of knowledge creation and ultimately the realization of value which comes from delivery of the product outlined in the vision statement for their respective applications. The project managers will manage the life cycle of the project from end-to-end. The main goal of this position is to deliver business value within the agreed upon schedule and budge.
Required Knowledge, Skills, & Abilities:
The project managers are charged with planning and scheduling duties, including developing project and iteration schedules, monitoring and reporting status, identifying and managing issues to closure, and identifying and mitigating risk. The project manager position will consult with business analysts to plan backlog for the project and its iterations, consult with architects, developers, testers, user education specialists, and user experience architects to estimate work and facilitate communication within the team.
Five years of Project management experience required
College Degree CIS or Business Administration preferred
Three+ years managing a software development team
Must possess excellent communication skills
Knowledge of CMMI and MSF a plus
Aviation Operations and Training Readiness knowledge highly recommended
Military experience preferred, but not required, particularly experience working within the training and readiness reporting process of DRRS-N and NMETLS
