: This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
This position serves as the chief of an information management division/branch. The organization provides support for the assigned portion of the command, control, communications and computers (C4) program.
DUTY LOCATION : JFHQ-G6, Sandston, VA
EMPLOYMENT STATUS : Excepted Service Male/Female Commissioned Officers (04/MAJ - 05/LTC)
WHO CAN APPLY:
GROUP I - All qualified Male/Female Commissioned Officers (04/MAJ - 05/LTC) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II All qualified Virginia Army National Guard Male/Female Commissioned Officers (04/MAJ - 05/LTC) regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia Army National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
GROUP III -Individuals eligible for membership in the Virginia Army National Guard at the rank of Commissioned Officer (04/MAJ - 05/LTC)
MILITARY ASSIGNMENT : Personnel must be assigned to a military position in a compatible unit. Grade inversion will not be authorized. Compatible Officer Branch: 25 or 53 series
DUTIES AND RESPONSIBILITIES: Plans, organizes, and directs the activities of the organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate division/branch and overall C4 program objectives. Researches, interprets, analyzes and applies applicable C4 guidelines, policies and objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Represents the organization with a variety of state and functional area organizations. Establishes, develops, and maintains effective working relationships with National Guard Bureau and state personnel at all management levels. Meets with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Supervisor outlines overall objectives and resources available. The incumbent, in conjunction with the supervisor, determines time frames, scope of assignment and possible stages and approaches necessary to successfully accomplish the mission. The incumbent has the responsibility for planning and carrying out projects and for coordinating, as a peer, with experts both within and outside the organization. As the state's leading technical authority in their area of expertise, the incumbent frequently interprets regulations on his/her own initiative and applies new methods to resolve the most complex, controversial and unprecedented problems, keeping the supervisor informed of potentially controversial matters. Completed work is reviewed for soundness of overall approach, effectiveness in meeting objectives and feasibility of recommendations. Methods used are not normally reviewed.

MINIMUM QUALIFICATIONS: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management
or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Participation in direct deposit is mandatory.
Selectee may be subject to a one-year probationary/trial period.
Possess or be able to acquire and maintain a Secret security clearance.
