The purpose of this position is to perform specialized medical record functions in the area of census registries, vital records and quantitative and qualitative chart analysis and evaluation of patient medical records in a hybrid environment for all hospitalization services. The position reports to the Deputy Medical Records Administration Specialist.

The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3.   • Validates treatment specialty and admit codes on nursing census sheets to ensure accuracy. Coordinate and communicate with the hospital inpatient units and the Admission Office to ensure all hospital admissions are appropriately completed in accordance to guidelines. Compiles and reviews all inpatient statistics on a daily basis for all admissions, discharges, transfers and observations for all admitting treatment specialties. Reports, processes, disseminate and maintains a cumulative total of all admissions, discharges and transfers. Ensures that all inpatient statistics are accurate and complete for the facility.
  • Responsible for the completion and submitting birth certificate information for all newborn patients born at the facility to the State Vital Records Office. Reviews and abstracts pertinent information from the newborn and mother's record to prepare accurate and complete birth certificate information. Conducts person to person interview with parents to ensure data elements are complete for the birth certificate. Maintains and reports all birth statistics for the Service Unit. Key enters all birth information into the automated computer software as required by the State Vital Records Office.
  • Responsible for ensuring the completion of death certificates for all in-hospital deaths and submitting to the funeral home for processing. Coordinates the completion of death certificates with medical providers, funeral homes and law enforcement officials for outside deaths in a timely manner.
  • Prepares the monthly Census, Birth and Death reports.
  • Performs technical evaluation which includes concurrent and retrospective chart analysis of hybrid medical records. For compliance and legal requirements of the Joint Commission and other accrediting agencies. Performs technical analysis which includes quantitative analysis, qualitative analysis. Medico-legal requirements - makes the final determination that the record is complete, accurate and reflects sufficient data to justify the diagnosis and warrants the treatment and end results, without infringing on the decision concerning a physician's clinical judgment.
  • Conducts orientation to all new doctors, nurses, and ancillary staff on legal and regulatory requirements. Performs other duties as assigned.

GS-05: One year of specialized experience equivalent to at least GS-4 grade level OR Four (4) years above high school.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience: Knowledge of quantitative and qualitative analysis of medical records, knowledge of anatomy and physiology, disease processes and medical terminology, thorough knowledge of medical-legal requirements governing medical records and medical record references, Joint Commission, Centers for Medicare and Medicaid Services, Privacy Act of 1974, and HIPAA Privacy of 1996. Knowledge of medical record forms and Electronic Health Record (EHR) forms to perform daily functions. Ability to perform collection and organization of data for statistical reporting. Skills in effective oral and written communication.

EDUCATION: Education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Transcripts must be submitted if substituting education for specialized experience.

Combining Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below. For GS-05 level positions, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service.
