The incumbent provides full spectrum midwifery services to outpatient and inpatients. Manages the care of women during the prenatal, intra-partum, and post-partum period. Provides family planning, gynecological care, counseling, health education and preventive services. Reports to the Supervisory Nurse Midwife.
The Nurse Midwife shall perform midwifery services to outpatients and inpatients under supervision of other staff Nurse Midwives or the Supervisory Nurse Midwife. Manages the care of women during prenatal, intrapartum and post-partum period, provides family planning, gynecological care, counseling, health education and preventive services.
Performs complete history and physical examination; prescribes medicines appropriately, when indicated utilizes internal and external fetal monitoring, intrauterine pressure catheters, performs ultrasonography, assists during cesarean sections, interprets and documents lab and testing results. Independently manages normal spontaneous labor and vaginal delivery, supporting laboring woman, provides intravenous analgesia as indicated or consults with anesthesia. Performs episiotomy as needed and repair as needed. Collaborates in the care of newborns as needed including resuscitation of infants according to guidelines for neonatal advanced life-support. Recognizes and promptly responds to obstetric complications and emergency, provides initial urgent management. Appropriately consults, collaborates or refers to a physician during emergencies, regarding care of high risk patients and in any situation beyond midwifery scope of practice. Teaches and informs patients and family members to promote knowledgeable participating in their own care. Participles in quality assurance activities.

REGISTRATION: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
EDUCATION: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.
GS-9: One (1) year of specialized experience equivalent to the GS-07 grade level; OR Two (2) full years of progressively higher level graduate education or a master's or equivalent degree.
GS-11: One (1) year of specialized experience equivalent to at least the GS-09 grade level; OR, Completion of all requirements for a doctoral degree (Ph.D. or equivalent); OR, Three (3) full years of progressively higher level graduate education.
GS-12: One (1) year of specialized experience equivalent to at least the GS-11 grade level.
NOTE: Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable.
SPECIALIZED EXPERIENCE DEFINED: Experience and skills as a nurse-midwife, knowledge of nurse-midwifery and medical management practices to care for well-women, mothers, and babies. Knowledge of pharmacology in the areas of contraceptives, controlled drugs, anesthetics, intravenous solutions, antibiotics, and other agent used to treat common medical problems. Ability to anticipate and recognize deviations from normal in order to institute measures to safeguard the well-being of women and babies. Knowledge of normal and abnormal anatomy and physiology of women and pregnancy. Knowledge of emergency measures and ability to institute treatment. Possession of manual skills sufficient to perform a traumatic delivery techniques, anesthesia, minor surgical and resuscitation techniques and to utilize specialized equipment and contraceptive devices. Knowledge of obstetric and neonatal complications and appropriate therapeutic interventions along with the ability to perform complex case based on the specific needs of the patient.
EVALUATION OF EDUCATION: Graduate-level education must have been in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled. Applicants for nurse midwife positions must have completed an organized program of study and clinical experience recognized by the American College of Nurse Midwives.
EVALUATION OF EXPERIENCE: Experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. At GS-9 and above, many positions require experience in a specialty area of nursing.
